MITIGATED DETERMINATION OF NONSIGNIFICANCE (MDNS)

Description of Proposal:

The proposed project is a bus/transportation facility for the North Franklin School District. The building footprint will be roughly 13,566 SF.The building construction will consist of a cast in place concrete foundation system with a slab on grade floor system. The structure will either be wood framed or steel which will be determined based on estimates and budgeting factors. The exterior will likely be a combination of CMU and metal siding and have a single ply roofing membrane. The layout of the main structure will comprise of office space, bathrooms, storage rooms, mezzanines, and maintenance bays. The project site will be developed with asphalt paving for bus parking and asphalt roadways for access to the site and bus training as well as landscaping improvements. There will also be roughly 2,888 SF of canopy area for covered parking.

Lead Agency: City of Connell

Threshold Determination: The Lead Agency for this proposal has determined that it does not have a probable significant adverse impact on theenvironment and as a result an environ.mental impact statement (EIS) is not required under RCW 43.21 C. 030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the Lead Agency, This information is available to the public on request.

This MDNS is issued under 197-11-340(2); the Lead Agency will not act on this proposal for 14 days from the date issuance identified below. Written comments must be postmarked or received by the the SEPA Responsible Official identified below no later than 5:00 pm by January 10, 2013.

The following conditions address and provide for anticipated mitigation of impacts that may result from the construction of this proposal based on review of the environmental checklist allowing a Mitigated Determination of Non-Significance to be issued The conditions are based on the goals, policies and criteria established in the City of Connell Comprehensive Plan, and Zoning Ordinance As authorized by WAC 197-11-350, these conditions are incorporated as part of the environmental review and resulting MDNS, and must be complied with prior to commencing operations.

Mitigation Conditions: The following mitigation measures are based on the Environmental Checklist submitted by the School District (August 20, 2012) and the Traffic Impact Analysis prepared by Kittelson & Associates, Inc. (December 10, 2012) and attached as Exhibit A.

1. Within 12 months of initial operations, a review of the project impacts shall be conducted by the School District and submitted to the City. This review will examine the impacts of bus traffic on pedestrian activity and access utilization in order to identify needed changes such as designating crossing locations or reconsidering bus routes and schedules.

2. The proposed project provides expanded bus capacity that exceeds North Franklin School District’s current bus transportation needs. In the event that the school district expands their bus fleet beyond the 21 buses in active use and 7 in reserve as analyzed in the traffic study to utilize this expanded capacity, an updated traffic study may be required to assess any changes in traffic conditions and identify new mitigation measures needed to ensure pedestrian safety and maintain the established Level of Service Standards.

3. Two means of ingress and egress shall be provided in accordance with the requirements and standards of the Connell Municipal Code.

4. The building permit application shall include a strom water management plan prepapred in accordance with the Department of Ecology Storm Water Design Manual for Eastern Washington as adopted by the City of Connell. This shall include Temporary Erosion Control measures.

5. The building permit application shall include measures to control dust during construc.tion in accordance with federal, state, and local requirements.
