Terence Deneny of Structure Tone, 770 Broadway, 9th Floor New York, NY 10003, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed 72.72 acre project, known as Columbia Data Center is located at 501 Port Industrial Parkway; Quincy, WA 98848 Grant County. Approximately 37.0 acres will be disturbed for construction of Phase III and IV Data Center Building and Associated Parking.

This project involves 37 acres of soil disturbance for industrial construction activities. Construction activities will include clearing, grading, stockpiling, stormwater facilities, utilities, paving, constructing an pre-manufacturing industrial building, connecting to existing offsite and onsite utilities, and landscaping.

During construction the following erosion control techniques will be utilized to reduce soil erosion and sediment transport, these are to include silt fencing, interceptor trenches/swales, culverts and dust control. Stormwater will be discharged to West Canal. Runoff from the site will be routed to existing on-site swales and an onsite pond and released at the same peak flow rate of the pre-developed conditions to the City of Quincy’s storm drainage system located at the south end of the site. The storm runoff will be routed to an existing 18-inch pipe that crosses under the railroad tracks to the south. The 18-inch pipe outfalls into the City stormwater system and flows south along 7th Ave SW South of N Street the City system drains into a series of irrigation ditches that parallels the West Canal.
