Sealed bids will be received by the Port of Moses Lake at the 2nd Floor Conference Room, 7810 Andrews Street NE, Moses Lake, Washington 98837, for The Port of Moses Lake, Inspection for Tank Farm and Aircraft Fueling System, Grant County International Airport.

NOTICE TO CONTRACTORS

Sealed bids will be received by the Port of Moses Lake at the 2nd Floor Conference Room, 7810

Andrews Street NE, Moses Lake, Washington 98837, for The Port of Moses Lake, Inspection

for Tank Farm and Aircraft Fueling System, Grant County International Airport. Time

limits for receipt of proposals are as follows:

Part I: Technical/Price Proposals must be received by 2:00 pm, Friday January 4, 2013.

Part II: Subcontractor & Bidder Listing must be received no later than (1) hour after the Part I

time limit.

Bids received after this time will not be considered.

SCOPE OF WORK

Work shall consist of: all labor, equipment, materials to complete the following tasks:

1. Perform an API 570 Inspection of approximately 3 miles of 6-inch, 8-inch and 10-inch

underground pipelines;

2. Remove up to 50,000 gallons of product from the pipelines to be inspected/tested, filter and return recovered product to the Tank Farm for storage.

3. Perform an API 570 inspection of piping within the tank farm, including pipelines connected to tanks 24 and 38;

4. Perform inspections of fuel system valves, hydrants and other appurtenances requiring

inspection in accordance with applicable regulatory requirements;

5. Place Tank 38 temporarily out of service (for more than 90 days) in accordance with applicable fire codes and other regulations;

6. Perform API 653 External Visual Inspections (VT) on tanks 24 and 38;

7. Collect/analyze samples to evaluate soil corrositivity; and

8. Conduct limited emergency repairs on fuel system components, as identified by the above inspections and as authorized by the Port of Moses Lake.

The work shall include shall include removing and re-installing necessary valves, piping, fittings and other hardware required to accomplish the above scope of work tasks.

The Engineer’s Estimate for this project is $200,000.

PRE BID WALKTHROUGH

A walk through of the tank farm and fueling system will be conducted at:

10:00 am on Tuesday, December 18, 2012

Bidders are to meet at the Port of Moses Lake 2nd Floor Conference Room, 7810 Andrews

Street NE, Moses Lake, Washington 98837 at the appointed time. Prime Bidders are required

to attend this walkthrough.
