MLIRD assessments questioned

An email, dated September 21, 2012, was read aloud by board chair Mick Hansen at the Dec. 4 MLIRD meeting. It was from the State Auditor to Julie Smith, Administrative Assistant, MLIRD, regarding assessments.

Currently 75 percent of assessments are earmarked for irrigation, but a large portion of this has been used for rehabilitation of the lake. The Auditor's email also pointed out most rate payers receive no "cost benefit" from their irrigation assessment as per RCW regulations say they must. The RCWs clearly state that only 25¢ per thousand of assessed value can be used for rehabilitation without going to a vote of the people. The Auditor wants answers.

Keep in mind this email's very existence was denied by staff, but Director Hansen learned of it and received a copy directly from the Auditor's office. Both Smith AND Director Covey were quick to say this email was full of "mis-information" and it "didn't mean anything". Supposedly there are follow up emails supporting these claims. I hope, but highly doubt, they contain the Auditor's apologies for sending the first email as it was so obviously riddled with errors.

Make no mistake - the MLIRD is being called on the carpet. One of the bigger questions-why does Ron Covey know about these emails while the rest of the board has been kept in the dark? It's appalling important information is being withheld from two board members. The District appears to be running on a "you can ask, but we won't tell" policy. How can the district's interests be protected and the board make wise decisions if staff hides or outright denies their own activities? Mr. Covey is quick to point out that Mr. Hansen is not the only board member.

When is he going to wake up and realize neither is he?
