INVITATION FOR BIDS BY FRANKLIN COUNTY FOR FRANKLIN COUNTY; BASIN CITY WATERLINE EXTENSION PROJECT

Sealed bids will be received for the Franklin County; Basin City Waterline Extension Project by Franklin County at the Franklin County Commissioner’s office, Franklin County Court.house, 1016 North 4th Avenue, Pasco, WA 99301, until 9:00 a.m. local time, Wednesday, January 2, 2013.

Sealed bids will be received for the Franklin County; Basin City Waterline Extension Project by Franklin County at the Franklin County Commissioner’s office, Franklin County Court.house, 1016 North 4th Avenue, Pasco, WA 99301, until 9:00 a.m. local time, Wednesday, January 2, 2013. Bids will be opened at the Franklin County Commissioners Meeting at the Franklin County Courthouse, Room 201 at 9:00 a.m. local time and read aloud publicly. All interested individuals are welcome to attend. Proposals received after the time set for receiv.ing bids will not be considered.

The project includes the extension of 8” to 14” waterlines to feed and draw from a future water storage tank (tank construction is not part of this contract), extension of power conduit, and a canal crossing. Dependent upon project funding, the installation of additional residential water service lines and meters may also be included. The work is to be performed within and in close proximity to Basin City, Washington. The project is being financed by the Washington State Community Development Block Grant program with federal funds from the US Dept of Housing and Urban Development and by the Basin City Water-Sewer District.

A voluntary project walk-through and pre-bid conference will be held at Basin City beginning at the Basin City Well No. 2 pump house, 121 Canal Dr, on December 20, 2012 at 2:00 pm.

In order to submit a bid, Bidders and all of their specialty contractors (including electrical subcontractors) are required to have a current Washington certificate of registration as a contractor in compliance with chapter 18.27 RCW which must have been in effect at the time of bid submittal.

All bids shall contain one of the following forms of Bidder’s security in an amount equal to five percent (5%) of the total bid amount of both the Base Bid and Add Alternate Bid Items made payable to Franklin County, Washington - a) Bidder’s Bond executed by a surety company qualified to conduct business in the State of Washington; b) Certified Check; c) Cashier’s Check; d) Cash. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Franklin County. The County shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.

Bidders are required to meet all requirements that are a stipulation of the project’s funding sources and to meet all state prevailing wage and federal Davis-Bacon wage requirements, including all wage requirements for off-site fabrication, delivery, and work. All work per.formed on this project will be subject to the higher of the applicable state or federal wage requirements; zone differential pay may apply.
