Pacific Coast Canola has applied for a State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Pacific Coast Canola is constructing a canola seed crushing and oil production facility in the City of Warden. Process wastewater will be collected and spray irrigated onto approximately 165 acres for final treatment during the growing season. Process wastewater will be stored in lined ponds during the non-growing season. The design flow for the highest average monthly discharge from the facility is 28,800 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater with the appropriate permit limits and conditions.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
