Port of Royal Slope (Grant County Port District No.2) is requesting "Statements of Qualifications" (SOQs) from consultants interested in providing a scope of work and associated cost estimate(s) required to rehabilitate the 26 mile long Royal Slope Railroad to be compliant with FRA TSS section 213.4 "Excepted Status", "Class 1 Status" & "Class 2 Status".
The line to be rehabilitated is an existing line that was in good shape when service was terminated 20 years ago due to lack of demand. Project will consist of repairs only, no new construction is required.
A prior "Condition Assessment" was completed in 2009 and can be viewed on the Port's website at www.portofroyal.com; The link to the document is located on the main page at the end of
the second paragraph; "Railroad Info."
The GRANTEE must be an experienced railroad track inspector familiar with all applicable sections of the FRA ( Federal Railroad Administration ) TSS ( Track Safety Standards ) meeting at least, the criteria of FRA TSS section 213.7.
GRANTEE will assess the track for any needed vegetation control, drainage/culvert repair, track replacement/joint repair, crosstie replacement, ballast work, bridge repair, road crossing repair, and any other work that might be required to bring the line into compliance with FRA TSS. This track is owned by and this project is funded by WSDOT. Project must comply with all applicable WSDOT requirements.
The GRANTEE shall provide a detailed schedule of repairs necessary to bring the line into compliance with FRA TSS section 213.4 "excepted status" for minimal operation. Schedule will also list repair items needed to upgrade to class 1 status and then to class 2 status.
Consultants will be selected to be interviewed based on the qualification statements submitted.
The criteria used in the selection process will include:
1. Specific experience on similar projects, particularly the reported quality levels, & responsiveness to clients
2. Consultant's scope of work, methodology & work plan
3. References
4. Familiarity with relevant codes and standards
The selected Consultant will enter a negotiated Professional Services Agreement (PSA) with the Port of Royal Slope prior to the start of the project.
