DESCRIPTION OF PROPOSAL: Larson to Moses Lake 115 kV

Transmission Line Rebuild.

Public Utility District No. 2 of Grant County, Washington (Grant

PUD) owns and operates     a 115 kV transmission line between its

Larson and Moses Lake Substations, located in     Moses Lake,

WA. 

DESCRIPTION OF PROPOSAL: Larson to Moses Lake 115 kV Transmission Line Rebuild.

    Public Utility District No. 2 of Grant County, Washington (Grant PUD) owns and operates     a 115 kV transmission line between its Larson and Moses Lake Substations, located in     Moses Lake, WA.  The 3 mile line was constructed around 1946, uses wood H-frame     structures and is nearing the end of its useful life.

    Grant PUD proposes to replace the line with a new, single wooden pole  line located 30 feet     west of the centerline of the existing line’s right-of-way.  The new 115 kV line will be     designed for a single 13.2 kV underbuild circuit with a neutral and a single all-dielectric,     self-supporting (ADSS) fiber optic cable.  The first half mile out of the substation at each     end of the line will include an overhead static wire.

    The wood pole tangent structures will have polymer horizontal post insulators for the 115     kV conductors and 9’ wood cross-arms for the 13.2 kV conductors.  The distribution     conductors will be supported by porcelain vertical posts.  The dead-end structures will be     guyed wood poles. 

    The line follows Stratford Road on the east side and transverses pasture and residential     lands.  Terrain is generally flat.  Existing distribution and secondary taps and services will     be transferred to the new poles where applicable.

    The location of the proposed project is in Moses Lake, Washington beginning at Larson     Substation and continuing approximately 3 miles south along Stratford Road NE to the     Moses Lake Substation:

    The project crosses portions of the following sections:

        Township 20, Range 28, Sections 26 & 35

    Township 19, Range 28, Sections 02 & 11

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o  There is no comment period for this DNS.

o  This DNS is issued after using the optional DNS process in WAC 197-11-355.  There is no further comment period on the DNS.

6  This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by June 6, 2011 5:00 PM Pacific Standard Time.
