He grew up ranching and farming with his only sibling Jerry Lee (Rauter) Chapman. While growing up, Jim was always involved in the rodeo. Primarily riding bare back bronco's winning numerous awards. He graduated high school at Warden in 1961. Through high school he enjoyed sports primarily baseball obtaining a scholarship. He went on to stay in Warden farming with his parents. In 1962 he married Eldonna Olmsted of Warden WA. Their first child Sheryl (Rauter) Miller was born in 1964 at Othello WA. After the birth of Sheryl they moved to Bremerton WA. Jim obtained a good job for Kitsap County road department. With the birth of their second child Troy Rauter in 1968 he continued to work for the county. Jim and Eldonna divorced in 1973. Jim went on to stay in Bremerton where he met his second wife Donna Rivers of Bremerton WA. He continued working operating heavy equipment for various construction companies. Moving to Stanwood WA on 3 acres he developed in to a beautiful homestead. Jim and Donna (Rivers) Rauter had no children together later on divorcing. He then bought, and moved to his residence in Othello at Marine View heights. He was then closer to, and able to spend more time with his family. He retired from years of dedication and hard work in 2005. He remained dedicated and faithful to his companion, and best friend Dawn (his chocolate lab).

Jim through his life loved to hunt and fish anytime possible. He would travel to many locations around the states hunting big game Elk, Deer, and Antelope. He was also very enthusiastic when it came to hunting Waterfowl, Upland birds, and all other creators of habit. For years he enjoyed putting together, and building up numerous four wheel drives. This made it possible for himself, and others to get into remote locations of the wilderness outdoors for hunting, fishing, camping and just plain old fun. He spent lots of his free time in Montana with his sister Jerry, and friend Doug hunting and fishing.

Jim was a loving son, brother, father, grandfather, and true friend to all. We will all miss him, never forget him, and always love him!! GOD BLESS
