Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on February 18, 2011 from J. R. Simplot Company (Designated Contact:  Bill Gilmour, 14124 Wheeler Road NE, Moses Lake, WA 98837, 509-793-1188), were found to be technically complete on March 8, 2011.  Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used.  This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared.   This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures.  A copy of the subsequent threshold determination may be obtained upon request.  PROPOSED MITIGATION MEASURES:  1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and Federal agencies.  The landowner/applicant shall acquire all such permits and/or licenses as required.  2. A temporary erosion and sediment control plan (TESCP) will be prepared as part of the construction permitting process.  Appropriate construction Best Management Practices (BMPs) will be used as necessary during construction and upon implementation of this proposal in order to lessen the risk of erosion and to stabilize the site.  BMPs used to prevent erosion may include silt fencing, temporary berms, mulching, and covering exposed areas with plastic sheeting.  3. Fugitive dust emissions will be controlled by wetting exposed areas as necessary and by sweeping construction site entrances and exits to prevent tracking dirt onto Wheeler Road NE.  4. All construction equipment used will be maintained in proper working order to ensure air emissions are nominal.  The TESCP will be implemented to minimize potential fugitive dust emissions from exposed soils during construction.  5.  All development shall ensure that soil erosion and sedimentation of drainageways will be controlled to prevent damage to adjoining properties.  Surface water run-off will be contained and absorbed on-site.  6. As described in the submitted application materials, no vegetation will be removed or altered during implementation of this proposal.  PROJECT:  The construction of two concrete process waste water treatment structures, in order to upgrade the present plant waste water treatment system at an existing potato processing facility on an approximately 36.58-acre parcel in the Agriculture zoning district of Grant County.  The first structure will be a 17-ft. x 17-ft. exterior below-grade pump sump pit.  There is no building enclosure associated with this pit, and the excavated quantity of soil will be less than 500 cubic yards.  The second structure will be a 53-ft. x 76-ft. building enclosure to contain four 12-ft. x 56-ft. concrete bunkers used for a silt capture/removal system.  This system will also include a pump room, electrical room, and valve room.  ZONING:  Agriculture.  ADDITIONAL PERMITS REQUIRED:  Building Permit.  STUDIES SUBMITTED:  None.  CONSISTENCY STATEMENT:  This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.  LOCATION:  The site address of the subject parcel is 14124 Wheeler Road NE, Moses Lake, WA.  It is located northeast of the intersection of Wheeler Road NE and Road N NE, and in the SW quarter of Section 16, Township 19 North, Range 29 East, WM, Grant County, WA (Parcel #19-0468-000).  Copies of application materials (File #11-5535) are available from Rick Rettig, Grant County Planning Department, 457 1st Avenue NW, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 622.  Office hours:  8am-12 noon, 1-5 pm, M-F.  Comments must be submitted to the Planning Department no later than 5 pm on April 1, 2011.  Comments should be as specific as possible and may be mailed, hand-delivered, or sent by facsimile.  All persons, agencies, or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code.
