Moses Lake accepted bids to build reservoir

MOSES LAKE - Moses Lake accepted bids to build a new reservoir and reline aging sewer pipe.

The reservoir project consists of the design and construction of a steel standpipe and foundation capable of storing 2.8 million gallons of potable water on unplatted property off Newell Street, according to the city project report.

Of the three bids for the project, the city ultimately chose T Bailey, Inc. of Anacortes, with its low bid of $1.9 million. It exceeds the $1.7 million engineer's estimate for the job, but "is still a good price," said city Municipal Services Director Gary Harer.

The new structure will be approximately 146-feet tall, 60-feet in diameter and will sit on a concrete mat foundation.

The project includes a nearly $74,000 addition to fund removal of elevated tanks that have not been used in a number of years, including tank 3 at Chanute Street and tank 5 on Tyndall Road, he added.

The reservoir project begins in about three months and is scheduled to be completed in spring of 2012, Harer said.

A second project replaces 36,700-feet of deteriorating 10-inch concrete sewer pipe with PVC liner in the Larsen housing and the downtown areas, Harer said; adding that this method allows work crews to access pipe via manhole covers instead of having to excavate the street.

Six bids were accepted and the city awarded the job to low bidder Planned Engineering Construction for $779,817. Harer said the bid is well below the engineer's estimate of $900,587 for the project.

The sewer lining project should start next month, Harer said.

City council agreed that additional sewer lines may also be relined if city staff are satisfied with the quality of work.
