Reader suggests an on-site alternative

The city needs to have a development plan for their property near the municipal airport. They need to think about the future and how this development could take place. 

Section lines and quarter section lines are useful in dividing up properties into parcels of land for future development; access roads and utilities. To just carve out chunks of land as the need arises is reckless and careless. The City could develop the property south of their new buildings for their utility needs instead of the Road 4 frontage.  

Why does the city need to air their dirty laundry next to road 4? They have beautiful new buildings near the road and their utility yard is next to the road. Now they are expanding west along the road for a decant facility why not put the ugly behind the beautiful? Any piece of property that which fronts a road is the most desirable, why use the most desirable land for the least desirable use. 

What is the future use of this land? Whatever it is, we are going to have to travel behind unsightly facilities to get there. The "dirty development" leaves good land trapped behind it.

Spokane built a decant stations north of town near Colbert. They said it wouldn't stink but it did. The result was they had to buy out the adjacent property owners. 

The residents on the north side of road 4 would like to have their view back. The utility yard has cut off the view of one neighbor and created noise across the road from the residence. It doesn't need to be there. I think they would rather look across the road and see ball fields or anything rather then a utility yard and listen to the noisy vehicles.
