LEGAL NOTICE

Grant County Public Utility District No. 2 (Grant PUD), P.O. Box 878, Ephrata, Washington 98823, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Columbia to Rocky Ford 230 kV Transmission Line and South Ephrata Substation, is located in Douglas County, Grant County, and the cities of Quincy and Ephrata. The transmission line alignment will extend eastward from the Bonneville Power Administration's (BPA) Columbia Substation located west of the intersection of Palisades Road and Highway 28 in Douglas County to Grant PUD's Rocky Ford Substation located on the east side of Highway 17 near Rocky Ford Creek in Grant County. Two taps will extend southward from the transmission line; one to the West Quincy Substation and the second to the North Quincy Substation. The South Ephrata Substation will be located in the city of Ephrata, just west of Dodson Road North.

This project involves 234 acres of soil disturbance for the following elements associated with construction of the new transmission line: construction and maintenance of new power poles and linerupters, construction and maintenance of the necessary access roads to new facilities, preparation of six temporary construction staging areas, and construction of the new South Ephrata Substation.

Stormwater will be discharged to the ground with 100% infiltration, with no potential to reach surface waters under any conditions.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project will cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
