NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

The Department of Ecology issued a Mitigated Determination of

Non-Significance (DNS) under the State Environmental Policy Act

Rules [Chapter 197-11-350(3) WAC] for the following project: City

of Quincy Brine Management System

The Department of Ecology issued a Mitigated Determination of Non-Significance (DNS) under the State Environmental Policy Act Rules [Chapter 197-11-350(3) WAC] for the following project: City of Quincy Brine Management System - construct two double lined evaporation ponds on the city's industrial wastewater treatment plant site that will receive brine regeneration water from a demineralization facility located on the Microsoft Columbia Data Center site.

The City of Quincy will operate, via a service agreement, a demineralization facility on the Microsoft site to provide water for cooling for Microsoft and other data centers. The brine regeneration water will be sent to two existing evaporation ponds on the Microsoft site and to the new ponds at the industrial treatment plant site. The new ponds will be double lined with leak detection. There will be no discharge from the ponds. The ponds are located at 501 Port Industrial Parkway, Quincy; Section 7, Township 20N, Range 24 EWM, Grant Co.

Engineering, plans and specifications for the new lined ponds have been submitted to Ecology. Each pond will have a volume of 1.25 million gallons. The brine will have a total dissolved concentration of approximately 35,000 ppm or 3.5 percent by weight. Influent flow to the ponds will be approximately 18,500 gallons per day. The brine has not been classified as to whether or not it is a dangerous waste. Ecology will require the classification will be done prior to the online operations of the ponds by bioassay or ‘book method' as per WAC 173-303-100. If the brine classifies, the city must comply with the handling requirements and performance standards in WAC 173-303-283.

After review of the completed environmental checklist and other information on file with the agency, Ecology has determined this proposal with mitigation requirements will not have a probable significant adverse impact on the environment. Copies of the mitigated DNS are available, at no charge, from Ecology at 4601 North Monroe Street, Spokane, WA 99205-1295. The public is invited to comment on this DNS by submitting written comments to Don Nichols at the above address no later than August 12, 2011.
