MITIGATED DETERMINATION OF NON-SIGNIFICANCE

PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on January 28, 2011 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal:

The Moses Lake Irrigation and Rehabilitation District proposes to reclaim up to 240,000 cubic yards of sediment at Connelly Park, in Grant County, WA. The source of the sediment would be dewatered dredge material from the Parker Horn dewatering site in the City of Moses Lake on Broadway Avenue.

Sediment would be hauled from Parker Horn and delivered to Connelly Park in dump trucks. The sediment would be delivered to two areas adjacent to the park, graded flat, compacted and vegetated by hydro-seeding. During sediment delivery, grading and compaction the sediment would be watered as necessary to control dust. Both areas upon which the sediment would be placed are located more than 200 feet from Moses Lake.

All sediment will be tested for possible pollutants at the Parker Horn dewatering site. Only clean material that has been approved by the Grant County Health District will be delivered to Connelly Park.

During and after sediment delivery, appropriate erosion control devices would be installed and maintained to prevent erosion and prevent stormwater from entering Moses Lake.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request and may be reviewed at the Moses Lake Irrigation and Rehabilitation District, 932 East Wheeler Road, Moses Lake, WA 98837 during normal business hours.
