Notice is hereby given that a JARPA (Shoreline Substantial

Development & Conditional Use Permit) application received by

Grant County on December 9, 2010 from Grant County PUD No. 2

January 10, 2011.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) application received by Grant County on December 9, 2010 from Grant County PUD No. 2 (Designated Contact:  Edrie Risdon, PO Box 878, Ephrata, WA 98823, 509-754-5088, ext. 2362) was found to be technically complete on January 10, 2011.  PROJECT:  Grant County PUD No. 2 has proposed site improvements to the existing Wanapum Dam Upper Boat Launch facility.  Development at this site will include paving and expansion of the parking area with landscape islands, dredging the boat launch area, widening the boat launch ramp, installation of a new launch float and concrete abutment, driving six steel pilings to anchor the float, constructing sidewalks and ramps for ADA access to the boat launch, adding a new vault toilet, and installing an interpretive sign.  This proposal also includes off-site mitigation at property also owned by Grant County PUD No. 2 commonly referred to as the South Sand Hollow Recreation Area.  An existing wetland area at this site will be enhanced by the removal of non-native and invasive plant species, and the planting of native vegetation instead.  Work will be performed over and in the water or on land above and below the Ordinary High Water Mark (OHWM) of the Columbia River.  This proposal includes all specific development (at both sites) that will occur within 200 feet of the shoreline of the Wanapum Lake portion of the Columbia River.  SEPA:  A SEPA Mitigated Determination of Non-Significance was issued by Grant County PUD No. 2 for this proposal on December 3, 2010.  SHORELINE ENVIRONMENT:  Rural.  ZONING:  Rural Remote.  ADDITIONAL PERMITS REQUIRED:  WDFW Hydraulic Project Approval Permit, WDOE Water Quality Certificate, WDOE Stormwater Construction Permit, USACE Section 404 Permit, USACE Section 10 Permit.  STUDIES SUBMITTED:  Cultural Resource Survey, Stormwater Pollution Prevention Plan, Spill Prevention Plan, Wetland Determination, Mitigation Plan, Dredge Material Assessment Report, Construction Plan, Biological Assessment.  CONSISTENCY STATEMENT:  This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.  LOCATION:  The Upper Boat Launch site is an approximately 2.3-acre portion of Parcel #15-0253-000.  It is located approximately 41/2 miles south of the I-90 bridge at Vantage, WA, immediately north of Wanapum Dam on the west side of State Highway 243, and in the northwest quarter of Section 16, Township 16 North, Range 23 East, WM, Grant County, WA.  The South Sand Hollow mitigation site is an approximately 3,500-square ft. portion of Parcel #15-0360-000.  It is located approximately 21/2 miles north of the Upper Boat Launch site, south of the intersection of State Highway 26 and State Highway 243, and in a portion of Section 33, Township 17 North, Range 23 East, WM, Grant County, WA.  Copies of application materials (File #10-5521) are available from Rick Rettig, Grant County Planning Department, 457 1st Avenue NW, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 622.  Office hours:  8 am-12 noon, 1-5 pm, M-F.  Comments must be submitted to the Planning Department no later than 5 pm on February 22, 2011.  Comments should be as specific as possible and may be mailed, hand-delivered, or sent by facsimile.  All persons, agencies, or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code.
