Notice is hereby given that a JARPA (Shoreline Substantial

Development) and SEPA Checklist was received on 11/16/11 from

Coulee Playland Resort, (contact: Lou Nevismal, PO Box 457,

Electric City, WA 99123) and was found to be Technically Complete

and preliminarily appears to be consistent with the Unified

Development Code and other applicable State and local requirements

as of 11/28/11.

Notice is hereby given that a JARPA (Shoreline Substantial Development) and SEPA Checklist was received on 11/16/11 from Coulee Playland Resort, (contact: Lou Nevismal, PO Box 457, Electric City, WA 99123) and was found to be Technically Complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of 11/28/11. Grant County Expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may

be obtained upon request. PROPOSED MITIGTION: 1. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Banks Lake during construction and completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lesson soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult WA Dept of Fish & Wildlife (Ephrata) in order to determine the best methods and/or processes of erosion control, (d) Any excavated materials must be placed landward of the shoreline and/or removed from the subject parcel, thereby lessoning sedimentation and erosion, (e) Any rocks moved during construction for the placement of support legs for the dock mmust be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The landowner/applicant shall alter the shoreline only to the minimum extent necessary so as to complete the proposed project. 3. The amount of shoreline and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the proposed project. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept of Fish and Wildlife PROJECT: To meet A.D.A access requirements by: installation of approximately 70' of seawall to stop erosion behind Playland store. This will allow for leveling of an area not currently accessible to disabled visitors, Construct 25' x 40' ADA parking pad at the east end of the Playland Store, Backfill and level area between seawall and store in preparation for concrete and blacktop installation, install two 24" concrete poured pilings in the lakebed to support 40' catwalk for ADA access to reconfigured dock system, Construct 12' x 40' building extension, install three 18" steel pilings parallel to the east gabion wall to facilitate construction of over the water deck/patio, construct 12' x 40' patio deck with ADA compliant railings, tables, benches, reconfigure docks. Replacement of an existing old wooden sea-wall is also planned. Electrical service to campsites will also be increased to 50 amp, and water lines in the lower campground will be relocated. This will require a 3' deep by 400' long trench to be dug approximately 25' inland of existing gabion wall. SHORELINE DESIGNATION: Suburban. ADDITIONAL PERMITS: HPA, 401 WQC. STUDIES SUMITTED: None. LOCATION: The site is Coulee Playland Resort, 401 Coulee Blvd. E, Electric City, WA 99123. In a portion of Section 10, Township 28 N, Range 30 E, W.M., Grant County, WA. ZONING: This property is located within the City Limits of Electric City. The application is being processed by Grant County through an Inter-Local Agreement. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, international Building Code, and International Fire Code.
