DESCRIPTION OF PROPOSAL: Wanapum Hazard Barrier Re-alignment Project.

The project involves re-alignment of the floating hazard barrier located about 100 yards upstream of Wanapum Dam and spans the Columbia River. The barrier consists of two shore anchor points, three intermediate underwater anchors, and a floating buoy line that provides a continuous barrier across the forebay. The proposal involves re-alignment of the left-bank (easterly) shore connection point and installation of a new intermediate underwater anchor point. The new left-bank shore anchor will be about 300 feet east of the existing connection point and the new barrier alignment will add about 700 linear feet to the total length of the barrier. The proposed hazard barrier alignment will require the placement of a new 7,000 lbs. naval anchor (see Figure 3 for details of the anchor) in the Wanapum forebay at a 90' to 100' depth and a new shore anchor consisting of a 4,000 lb. concrete anchor placed on the existing rip-rap embankment surface.

This existing section of hazard barrier near the left bank (Grant County) side requires frequent maintenance due to the swift current around the end of the embankment.†The current also makes maintaining this section extremely difficult and labor intensive.

The objective of this project is to relocate the east shore connection point of the Wanapum hazard barrier.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

Located on the Columbia River, 100 yards upstream of the Wanapum Dam near Beverly, Washington. Specifically, at the west end of the left-bank (or east) embankment at Wanapum Dam, Grant County, Washington. From Hwy 243, turn west on Wanapum Dam Rd, go about æ of a mile.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
