Notice is hereby given that a Shoreline Substantial Development Permit and Conditional Use Permit application was received by Grant County on July 25, 2011, from Public Utility District No 2 of Grant County, Designated Contact: Bonnie Lindner, HDR Engineering, Inc, 500 - 108th Avenue NE, Suite 1200, Bellevue, WA 98004, (425) 450-6239 and was found to be technically complete on August 11, 2011. PROJECT: To construct a portion of a new 230 kilovolt (kV) transmission line that would span Rocky Ford Creek. No land disturbing activities will be conducted at or below the Ordinary High Water Mark (OHWM). The overhead transmission line cables will be winched from one pole to the other across the creek or transported by helicopter across the creek and no machinery will cross the stream to install the cables. A rope or similar material will be hand carried from structure to structure for use as a pulling device in order to keep the cables and equipment out of the stream. There will be no alterations to the bed or bank of the creek crossing. The new poles will be located outside of the stream riparian areas. SEPA: A SEPA Determination of Non-Significance was issued by the Public Utility District No 2 of Grant County for this proposal on June 8, 2011. SHORELINE ENVIRONMENT: Rural. ZONING: Rural Residential 1. ADDITIONAL PERMITS REQUIRED: None. STUDIES COMPLETTED: Critical Areas Study was completed by HDR Engineering, June 2011. A Cultural Resource Study was completed by Grant PUD's Cultural Resource Department. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. LOCATION: The project site is located approximately six (6) miles southeast of Ephrata, WA. It is approximately 1 mile southeast of the intersection of State Highway 282 and State Highway 17, and approximately 250 feet east of the Rocky Ford Creek bridge on State Highway 17, in a portion of Section 05, Township 20 North, Range 23 East, WM, Grant County, WA (Parcels #16-1623-002).
