NOTICE OF ISSUANCE - MITIGATED DETERMINATION OF NON-SIGNIFICANCE

Grant County has issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (WAC Chapter 197-11) for the following project: A Conditional Use Permit to enable the expansion of an existing Bulk Fuel Storage Facility on an approximately 15.50-acre parcel in the Rural Residential 1 zoning district of Grant County. Expansion will include the installation of one 10,000-barrel (420,000 gal.) ethanol storage tank, a truck unloading area, a new concrete drive, gate, and fence for the unloading area, and installation of piping from the new storage tank to an existing truck loading rack. The site address of the existing facility is 6864 Stratford Road NE, Moses Lake, WA. The subject parcel is located approximately 3 miles north of the intersection of State Highway 17 and Stratford Rd. NE, near the intersection of Road 7 NE and Stratford Rd. NE, and in the NE quarter of Section 34, Township 20 North, Range 28 East, WM, Grant County, WA (Parcel #19-0320-000).

After a review of a completed Environmental Checklist and other information on file with the Planning Department, Grant County has determined that this proposal does not have a probable significant adverse impact on the environment as conditioned.
