Notice is hereby given that a Minor Zone Change application and SEPA Checklist received by Grant County on September 13, 2010 from Jerry Martens/Columbia Bluffs, LLC, P.O. Box 458, Cle Elum WA 98922 (509) 674-7271 were found to be technically complete on September 21, 2010. Grant County expects to issue a Determination of Non-significance for this proposal utilizing the Optional DNS Process as outlined in WAC 197-11-355. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROJECT: A Minor Zone Change of approximately 171.6 acres from Rural Remote to Rural Residential - 1, in order to make the Zoning District of the subject area consistent with the Comprehensive Plan Land-Use Designation, which was changed as part of the 2005 Comprehensive Plan amendment process. PRESENT ZONING: Rural Remote. ADDITIONAL PERMITS REQUIRED: None. STUDIES SUBMITTED: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. LOCATION: The subject area is located west of Silica Rd and south of Sunland Rd SW, and is located in Section 18, Township 18 North, Range 23 East, WM, Grant County, WA. (Parcels #15-0433-000, 15-0433-001, 15-0433-002, 15-0433-003) OPEN RECORD PUBLIC HEARING: Planning Commission hearing tentatively scheduled at 7:00 pm on November 3, 2010, in the Commissioners' Hearing Room of Grant County Courthouse in Ephrata, WA. At this time any person(s) may appear and provide testimony.
