received by Grant County on May 25, 2010 from John B. Cotton, 5016
Shorecrest Drive NE, Moses Lake, WA 98837, 509-750-2810, were found
to be technically complete on September 14, 2010.
Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on May 25, 2010 from John B. Cotton, 5016 Shorecrest Drive NE, Moses Lake, WA 98837, 509-750-2810, were found to be technically complete on September 14, 2010. Grant County expects to issue a Mitigated Determination of Nonsignificance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and Federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult wwith the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be depositedlandward of the shoreline and/or removed from the subject parcel, thereby lessening sedimentation and erosion, (e) Any rocks moved during installation of the boatlift must be deposited underneath the boatlift or the existing dock thereby enhancing habitat for native wildlife. 3. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept. of Fish and Wildlife. 4. This proposal shall be subject to and comply with all Conditions of Approval included in the Shoreline Substantial Development Permit and Shoreline Conditional Use Permit (#05-4049) issued to the applicant on May 24, 2005. PROJECT: This proposal is for the construction of concrete block retaining walls (four sections) and a 4-ft. x 8-ft. storage shed within 200 ft. of the shoreline of Moses Lake. The first section will be a 25-ft. long terraced wall, with two 4-5-ft. high portions. The second section will be 50-ft. long x 4-ft. high. The third section will be 105-ft. long x 4-ft. high. The fourth section will be 85-ft. long x 4-ft. high. This proposal also includes the installation of a freestanding 9-ft. x 10-ft. boatlift along the south side of an existing dock. SHORELINE ENVIRONMENT: Suburban. ZONING: Urban Residential 2. ADDITIONAL PERMITS REQUIRED: None. STUDIES SUBMITTED: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. LOCATION: The site address of the subject parcel is 5016 Shorecrest Drive NE, Moses Lake, WA. It is also known as Lot 1 of Lakeview Crest Short Plat, and is located near the intersection of Shorecrest Drive NE and Cox Street NE, and in the SW quarter of Section 5, Township 19 North, Range 28 East, WM, Grant County, WA (Parcel #31-1687-000).
