Shooting victim named
MOSES LAKE - The Grant County Sheriff's Office has identified
the man shot in the shoulder Sunday night.
Moses Alexander Tracy, 42, of Moses Lake was shot on the corner
of Valley Road and Ottmar Road, near Cascade Valley Grocery, said
Grant County Chief Deputy Courtney Conklin. Tracy was treated at
Samaritan Hospital.

Moses Alexander Tracy, 42, of Moses Lake was shot on the corner of Valley Road and Ottmar Road, near Cascade Valley Grocery, said Grant County Chief Deputy Courtney Conklin. Tracy was treated at Samaritan Hospital.
The shooting is being investigated by two detectives from the sheriff's office.
There have not been any credible suspects so far, said Conklin.
Tracy is being "somewhat uncooperative" with the investigation, said sheriff's office officials.
"He isn't talking much," said Conklin.
Dispatchers at the Multiple Agency Dispatch Center (MACC) responded to several calls from people Sunday night saying they heard four "firecracker gunshots" and saw a white male run down the roadway, said Conklin.
One of the gunshots struck the fence of a man calling police.
Tracy ran into the Cascade Valley Grocery after he was shot, said Conklin.
Two Cascade Valley Grocery employees helped Tracy while they waited for emergency services.
"Moses came inside and told me he had been shot. I thought he was joking at first, until I saw the blood on the floor," recalled store employee Patricia Waugh.
Tracy started taking off his shirt to get to the shoulder wound and ran behind the check-out counter, she said.
"He was yelling at me to get down on the floor because the shooters might have followed him," said Waugh. "He sounded very panicked."
She said he gave her clear directions on how to stop his wound from bleeding.
"He was instructing me on how to take care of him, I couldn't think clearly at the time. . . he told me to get his belt and tie it around his shoulder," said Waugh.
Cascade Valley Grocery manager Sheena Gregory came into the store shortly after Tracy ran in.
"I held his hand until the paramedics got there, he didn't want me to let go," said Gregory. "He kept yelling he wanted some cigarettes and saying he had been shot."
Waugh said Tracy is a regular customer at the grocery.
"He comes into the store all of the time, he always hangs out for a few minutes after he's done grocery shopping," said Waugh.
Investigators are having a difficult time determining who shot Tracy. The victim is not cooperating with police.
Tracy has been arrested 14 times for failure to appear in court, driving with license suspended theft and domestic violence, said Undersheriff John Turley.
The sheriff's office is not releasing any further details.
