EPHRATA - A Soap Lake man is accused of threatening a man with a gun, starting a car chase and shooting at a car.

Prosecutors charged Tracy C. Fullbright, 27, with assault in second degree, drive-by shooting and two counts of unlawful possession of a firearm in Grant County Superior Court.

The victim reported Fullbright wrote "stuff" about the victim's stepson earlier in the week. Fullbright drove to the victim's Moses Lake residence and started "talking trash" from his car, according to a statement made to the Grant County Sheriff's Office. When the victim approached the vehicle, Fullbright allegedly made a motion like he had a gun and said, "Don't get shot."

After the victim reportedly invited Fullbright to get out of the car and fight him, he pulled away. The victim started chasing in his truck and Fullbright allegedly shot three or four times, according to the police report. The victim reportedly hit the back of the car trying to stop Fullbright.

Police found three .25 caliber shell casings at the scene. In a search of Fullbright's residence, investigators found a .22 caliber rifle and .25 caliber pistol, according to the police report.

Fullbright allegedly told police he bought the guns the day before because the victim was sending him threatening text messages, and he was afraid of what he would do, according to the police report. He reportedly admitted to firing at the victim during the chase after his car was hit.
