DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL: Geneva Substation and Transmission Tap.

An initial SEPA checklist and determination was completed for this project April 19, 2010 and May 27, 2010 respectively. The SEPA checklist and this subsequent determination has been modified primarily in response to discussion with the City of Mattawa, (Washington) as well as Grant PUD’s effort to provide detailed and additional information about proposed projects as it relates to the SEPA process.

Substation:

A 230 kilovolt (kV) substation is proposed with one energized transformer lineup and the concrete foundations and underground facilities for a second transformer lineup. The fenced substation yard shall lie on the southern two-thirds of the actual parcel property. Disturbed vegetation outside of the substation yard shall be reseeded to bring it back to its natural state.

This substation is being proposed to provide a reliable distribution supply for existing loads and future growth in the Mattawa area including a mix of residential, irrigators and industrial customers.

Transmission Tap:

The existing 230kV Wanapum-Priest Rapids Transmission line between Wanapum and Priest Rapids switchyards shall have two 230kV circuit interrupters installed inline and south of existing structure number 48. The proposed circuit interrupters shall be installed approximately one hundred feet apart with the tap to Geneva Substation installed between the interrupters.

The proposed circuit interrupters shall be installed on steel structures approximately 75-80 foot tall to connect them with the Wanapum-Priest Rapids Transmission Line. These steel structures shall be installed on concrete foundations buried in the ground.

The overall length of the new transmission tap will be approximately 150 feet.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

Substation:

The proposed Geneva Substation shall be located on the southern two-thirds of parcel number 030477152, Lot 3 of Copeland’s Plat located in Mattawa, Washington. This is in Section 02, Township 14 North, Range 23 East, Willamette Meridian.

Transmission Tap:

The proposed 230kV transmission tap is located directly west of the substation’s location as listed above. It is inline and south of the existing Wanapum-Priest Rapids Transmission Line structure number 48.

The Transmission line corridor is 200 feet wide through this area.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o  There is no comment period for this DNS.

o  This DNS is issued after using the optional DNS process in WAC 197-11-355.  There is no further comment period on the DNS.

6  This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by October 26, 2010 5:00 PM Pacific Standard Time.
