DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL: Dune Lake Substation: A 115 kilovolt (kV) substation is proposed with one energized transformer lineup. The substation dimensions shall be approximately 155' x 160'. This substation is being proposed to provide reliable distribution voltage for existing loads and future growth in south Moses Lake. The substation will pick up a portion of the Pelican Horn Substation load.

Transmission Tap: The existing east - west distribution line on the south side of Sand Dunes switchyard will be converted to a 115 kV transmission line with a distribution underbuild. This will require removing (3) existing distribution poles and replacing them with approximately (4) transmission poles. The entire length of new transmission line will be approximately 660' long.

PROPONENT: Public Utility District No. 2 of Grant County

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

The proposed Dune Lake Substation will be located immediately east of the existing Sand Dunes Switchyard which is located on the southeast corner of Potato Hill Rd. SE and Sundance Rd. SE. This is the southwest quarter Section 2, Township 18 North, Range 28 East, Willamette Meridian.

The proposed 115 kV transmission tap will begin about 20' west of Potato Hill RD SE and extend east approximately 660' on the south perimeter of the existing Sand Dunes Switchyard.

LEAD AGENCY: Public Utility District No. 2 of Grant County

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other public information on file with the lead agency. This information is available to the public on request.

o There is no comment period for this DNS.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

X This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by May 25, 2010.

SEAL COAT PROJECT - 2010

Sealed bids will be received at City Hall, 321 South Balsam, (P. O. Box 1579), Moses Lake, Washington 98837, until JUNE 10, 2010, 10:00 A.M., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "SEAL COAT PROJECT - 2010" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $30.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project includes completing approximately 131,300 square yards with a 3/8-inch - No. 10 seal coat, completing approximately 52, 400 square yards with a 5/8-inch - No 4 seal coat, and fog sealing approximately 131, 300 square yards on streets within the City of Moses Lake. Additive 1 would allow completing another 39,500 square yards of streets with a 3/8-inch - No. 10 seal coat followed by a fog seal. Other work includes applying temporary raised pavement markings, sweeping, utility adjustments, flushing streets, brooming, traffic control, and permanent pavement markings. The asphalt emulsion to be used is CRS-2P.

Estimated Project Cost: $525,000 base bid; $625,000 with Additive 1

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.
