Moses Lake School District (MLSD) seeks proposals for Commissioning services for Moses Lake's new 47,000 SF elementary school. Commissioning is a process that ensures that systems selected for testing are installed in accordance with the plans and specifications and ensures that systems operate as intended. Commissioning is a quality assurance process that verifies the installer's work is per the design documents and the designer's work is proper for the facility.

Schedule: New elementary school construction is expected to commence in late May 2010 and be complete by August, 2011. The facility is being designed by NAC Architecture from the prototype design, Sage Point Elementary, which opened in the fall of 2009.

MLSD seeks qualification statements from commissioning firms or individuals with significant experience in commercial construction. To be considered for selection, prospective consultants or individuals are to provide three (3) copies of submittals containing: (a) Letter of Interest, (b) Relevant Experience, (c) Qualifications of Key Personnel (or individual), (d) Performance on Previous Projects (or past individual experience), (e) and Firm's Ability to Perform Requested Services (personnel and availability of firm or individual). Limit written responses to twenty (20) pages total. After review of submittals, MLSD will interview firms or individual candidates as it sees fit. Responses are due March 12, 2010, 4:00 p.m.

Consultants of the Noxious Weed Control Board of Grant County will begin inspecting properties on March 15, 2010, in accordance with RCW 17.10.160, for the purposes of general inspection, the taking of specimens of weeds, and the performance of eradication or control work. If there is any landowner who objects to these inspections, please notify the Noxious Weed Control Board of Grant County at (509)754-2011, Ext. 375, or (800)572-0119, Ext. 375, by March 15, 2010.

and Public Hearing

Eka Chemicals submitted an application for a major subdivision on Jan. 26, 2010. Additional required information was submitted March 2, 2010. The application was determined to be complete and ready for review on March 4, 2010. The proposal is to create a one-lot plat in the Heavy Industrial Zone, and to defer all associated street improvements. The site is 26.7 acres located at the existing Eka Chemicals site, 2701 Road N, NE, described as portions of Tax #4998, 5000, & 11,374 in Farm Units 103, 105, & 233, Block 41, S21-T19N-R29E (Assessor Parcel #11-0069-493, 494, 497, & 504). The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process.

The Planning Commission will conduct a public hearing on April 29, 2010 at 7:00 p.m. in the City Council Chambers located at 411 Balsam Street. All interested persons are encouraged to attend and provide comment.

Written comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on April 2, 2010. Written comments on other aspects of this proposal will be accepted until 5:00 p.m. on the date of the public hearing. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
