Sealed Proposals will be received by the undersigned for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Drilling Well No. 4 Rebid.

CITY OF ROYAL CITY

DRILLING WELL NO. 4 REBID

Sealed Proposals will be received by the undersigned at the City of Royal City, 445 Camelia Street, N.E., P.O. Box 1239, Royal City, Washington 99357 up to 2:00 p.m.; local time on Thursday, August 12, 2010, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Drilling Well No. 4 Rebid.

The Work shall include, but not be limited to, the following:

Well No. 2 Decommissioning (Base Bid)

1. Provide electrical service to Booster Pump Station 2N.

2. Furnishing all labor, material, and equipment necessary to remove submersible turbine pump and motor, 6-inch column pipe, discharge head, submersible power cable, valves and appurtenances from Well No. 2, downhole video inspection of Well No. 2, and decommissioning of Well No. 2 in accordance with the plans and specifications, the revised Code of Washington (RCW), and the Washington Administrative Code (WAC).

3. Salvage of equipment and appurtenances from the Well No. 2 well house in accordance with the plans and specifications.

4. Demolition of Well No. 2 well house.

5. Site cleanup and restoration.

Drilling Well No. 4 - Reverse Circulation Air Rotary (Alternate A)

1. Drilling and installation of a deep potable water well in accordance with these specifications, the revised Code of Washington (RCW), the Washington Administrative Code (WAC), the American Water Works Association (AWWA) Manual M21, and AWWA Standard A100 and appendices. The well shall have a completion depth of approximately 1140 feet below ground surface (bgs) and produce a minimum of 750 gallons per minute (gpm). The work shall include, but not be limited to, the following:

· Drilling of 24-inch diameter bore hole and furnish, install and seal 20-inch diameter steel casing to approximately 120 feet bgs for surface seal.

· Drilling of a 20-inch diameter bore hole from approximately 120 feet to 760 feet bgs and furnish, install and seal 16-inch diameter steel casing to approximately 760 feet bgs.

· Drilling of 15.25-inch open hole from approximately 760 feet to 1140 feet bgs.

· Alignment test and downhole video inspection.

· Material sampling, well development and disinfection.

·Providing of a well pump capable of up to 1,250 gpm for the step test and 750 gpm for the constant rate well performance test.

· Provide method(s) to dispose of all drilling fluids and test water.

· Site cleanup and restoration.

Drilling Well No. 4 - Air Rotary (Alternate B)

1. Drilling and installation of a deep potable water well in accordance with these s Specifications, the revised Code of Washington (RCW), the Washington Administrative Code (WAC), the American Water Works Association (AWWA) Manual M21, and AWWA Standard A100 and appendices. The well shall have a completion depth of approximately 1140 feet below ground surface (bgs) and produce a minimum of 750 gallons per minute (gpm). The work shall include, but not be limited to, the following:

· Drilling of 24-inch diameter bore hole and furnish, install and seal 20-inch diameter steel casing to approximately 120 feet bgs for surface seal.

· Drilling of a 20-inch diameter bore hole from approximately 120 feet to 760 feet bgs and furnish, install and seal 16-inch diameter steel casing to approximately 760 feet bgs.

· Drilling of 15.25-inch open hole from approximately 760 feet to 1140 feet bgs.

· Material sampling, well development and disinfection.

Bidders are required to bid the Base Bid together with either Alternate A or Alternate B. It is the intent of the Owner to award the project based on the lowest responsive, responsible bid received for the Base Bid and either Alternate A or Alternate B. Failure to bid the Base Bid and either Alternate A or Alternate B shall make the bid unresponsive.

The Work for the Base Bid and either Alternate A or Alternate B shall be substantially complete within 110 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Finance Director, City Hall, City of Royal City, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "City of Royal City" and in an amount of not less than five percent (5%) of the total amount bid.

Contract Provisions and Contract Plans may be examined at the office of the City of Royal City, City Hall, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc., (Seattle at 701 Dexter Avenue North, Suite 200, Yakima at 107 South 3rd Street or Olympia at 2102 Carriage Drive SW, Bldg. I). A copy of the Contract Provisions and Contract Plans may be obtained, free of charge, in electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Yakima office of the Project Engineer, Gray & Osborne, Inc., 107 South Third Street, Yakima, WA 98901, (509) 453-4833. Registration as a planholder is required to obtain Contract Addenda. A list of planholders will be made available, by request, through the Project Engineer's office, via the U.S. mail.

Financing of the Project has been provided by City of Royal City, Washington, Drinking Water State Revolving Fund, and through the Washington State Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development. The City of Royal City expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City of Royal City.
