Notice is hereby given that a Discretionary Use Permit application and SEPA Checklist received by Grant County on June 11, 2010 from Iberdrola Renewables (Designated Contact: Scott Kringen, Pacific Winds Development LLC, 1125 NW Couch Street-Suite 700, Portland, OR 97209, 503-796-7132), were found to be technically complete on July 8, 2010. Grant County expects to issue a Determination of Nonsignificance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: None. PROJECT: Installation and operation of a 60-meter (196.85-ft.) high meteorological tower on a 161.22-acre parcel in the Agriculture zoning district of Grant County. The proposed tower will gather wind resource data to determine suitability of the wind regime in the vicinity. The tower will have a small footprint (7-ft. x 7-ft. baseplate) and contain no permanent foundations or anchors. The tower is a temporary structure that will be removed when wind studies are completed in 3 to 5 years. ADDITIONAL PERMITS: Building Permit. STUDIES REQUIRED: None. LOCATION: The subject area is an ?1.7-acre portion of Parcel #18-1878-000. It is located approximately 8.7 miles northeast of Hartline, WA, near the intersection of Road 48 NE and Road X NE (aka: "Childers Road"), and in the NE quarter of Section 1, Township 26 North, Range 30 East, WM, Grant County, WA. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
