PUBLIC NOTICE
Washington State Park & Recreation Commission, 270 9th Street NE, Suite 200, East Wenatchee, WA 98802 is seeking coverage under the Washington State Department of Ecology's Construction Stormwater General Permit.
The proposed project, known as Steamboat Rock State Park-Bay Campground is located at 51052 Hwy 155 N in Electric City, WA 99123-0352, in Grant County.
This project involves 7.5 acres of soil disturbance for construction of a new campground that consists of 26 full hookup sites, a comfort station, a fish cleaning station, a 40,000 gallon domestic water reservoir and a 0.7 acre sewage lagoon. Construction activities in this project will include site grading, road grading, asphalt paving, concrete flatwork, structure excavation/backfilling, utility trenching/backfilling, installation of underground utilities, installation of aboveground metering and distribution equipment and site restoration.
Stormwater will be discharged to sediment control barriers by use of straw wattles, straw bales, and other Best Management Practices (BMPs) to contain all sediment onsite within the project site areas. Currently, storm water can sheet flow across the developed areas. Straw wattles and/or straw bales will be utilized in selected locations to contain any sediment caused by flows across construction site areas to protect adjacent undisturbed areas of native vegetation.

NOTICE OF CONTRACTORS
Sealed bids, plainly marked "BID FOR 10.5-SE Road, CRP 09-05" will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, WA, 98823, until 1:30 P.M., Tuesday, July 27, 2010 and will then and there be opened and publicly read for the construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County.
Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable).

This contract provides for the reconstruction of a county road in Grant County, WA, and includes roadway excavation, embankment compaction, crushed surfacing base course from stockpile #44, maintenance rock from stockpile #44, seeding, fertilizing and mulching and other work all in accordance with the attached Contract Plans, these Contract Provisions and the Standard Specifications.
