In accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, these public agencies hereby notify all contractors that they will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to any invitations and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

GRANT COUNTY WATER CONSERVANCY BOARD
NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF GROUNDWATER CERTIFICATE Number 3874-A
TAKE NOTICE:
The City of George, George, WA has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change Groundwater Certificate number 3874-A to the Board. The Board has designated such application for active Board review, assigning it a number of GRAN-09-06. The Department of Ecology has assigned tracking number CG3-*04794C to this application.
That Ground Water Certificate number 3874-A with a priority date of March 3, 1958 has a current authorization for 1000 gallons per minute, 672 acre-feet per year, for Municipal and Industrial use. The place of use is the City of George, Grant County, Washington. The point of withdrawal is one well located in the E1/2 of Section 6, T18N, R24E, W.M.
The proposed change are to relocate the authorized point of withdrawal to one well within the NE1/4NE1/4 of Section 7, T18N, R24E, W.M. in Grant County. The purpose of use, place of use, and amounts of water will remain the same. The old well above will be decommissioned.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA 98837.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, PO Box 47611, Olympia, WA 98504-7611 within thirty (30) days from January 26, 2010.

Notice of Application and Public Hearing
On January 4, 2010, the Multi Agency Communication Center, submitted an application for a public hearing to build a radio facility with a new pre-fabricated concrete equipment building and a 180-foot free standing lattice radio tower site at 204 Hamilton Road. The site is legally described as Bud Wiser Plat, Lot 4. The application was determined to be complete and ready for review on January 8, 2009. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 18 Zoning, and Title 20 Development Review Process.
The Planning Commission will conduct a public hearing on February 11, 2010 at 7:00 p.m. in the City Council Chambers located at 411 Balsam Street. All interested persons are encouraged to attend and provide comment.
Written comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on February 1, 2010. Written comments on other aspects of this proposal will be accepted up to the date of the public hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
