V. The Property will be sold to satisfy the expense of sale and the Obligation as provided by statute. The sale will be made without representation or warranty, express or implied regarding title, possession, encumbrances or condition of the Property on January 22, 2010. INVITATION TO BID

NOTICE TO CONTRACTORS

Sealed bids will be received by the Port of Moses Lake at the 2nd Floor Conference Room, 7810 Andrews Street NE, Moses Lake, Washington 98837, for the Grant County International Airport Building 3401 Fire Suppression. Time limits for receipt of proposals are as follows:

Part I: Price Proposals must be received by 2:00 pm, February 8th, 2010.

Part II: Subcontractor & Bidder Listing must be received no later than (1) hour after the Part I

time limit.

Bids received after this time will not be considered.

SCOPE OF WORK

Work consists of fire protection systems for Building 3401, including underground piping, foam systems, pumps, and a steel framed pump house.

PRE BID WALKTHROUGH

Due to the secure nature of the airport operations, certain areas of the building are not accessible during normal business hours. A walk through of the Building will be conducted at:

10:00 am on January 20, 2010.

Prime Bidders and Fire Suppression Sub-Contractor's are required to attend this walkthrough.

CONTRACT DOCUMENTS

Bidding Documents, including Instructions to Bidders, Form of Agreement, General Requirements, Drawings and Specifications entitled, Grant County International Airport, Building 3401 Fire Suppression, may be examined at the Port of Moses Lake.

Prime and Fire Suppression Bidders may obtain up to two sets of Bidding Documents from The DOH Associates, PS, 7 N. Wenatchee Avenue, Suite 500, Wenatchee, Washington 98801, (509) 662-4781; a deposit of $75 being required per set. Other sub-bidders and suppliers may purchase sets or parts of sets, or obtain electronic documents and prime bidders additional sets, by paying the cost of reproduction.

FORFEITURE OF DEPOSITS

Potential prime bidders who do not submit bona fide prime bids and do not return their Bidding Documents at least 36 hours prior to time set for bid opening will forfeit the full amount of their deposits.

All Drawings and Specifications, and copies of same, remain the Owner's property and must be returned. Except as stipulated above, deposits will be refunded upon return of the Documents in clean, unmarked, undamaged condition not more than 7 days (168 hours) after bids are received. Cost of repair or replacement of unclean, marked or damaged documents will be deducted from deposit before it is refunded.

BID OPENING

Bids will be opened and read publicly by the Port of Moses Lake immediately following the hour as set above.

The Port of Moses Lake reserves the right to reject any and all bids and to waive irregularities or informalities, without cause.
