DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL:

Grant County Public Utility District No. 2 is proposing to install a short segment of security fence (= 230') to restrict the public's access to the Columbia River shoreline immediately downstream of Priest Rapids Dam in Grant County. Grant PUD is legally required to assess and implement project security as part of its Federal Energy Regulatory Commission (FERC) license No. 2114. An existing security fence is already in the area and this new proposed segment would extend this fence approximately 230' down to and just below the ordinary high water mark (OHWM) of the Columbia River. Above the high water mark the fence will be chain link six feet tall with an additional 12" of three strand barb wire at the top for an overall height of 7'. Below the high water mark the fence will be six feet tall with cables at one-foot vertical spacing stretched between posts. The estimated 23 galvanized steel fence posts will be cemented into the soils and the posts will be three and 1/2 feet deep. The new segment of security fence will terminate just below the ordinary high water mark of the Columbia River and is necessary to restrict the public from gaining unescorted access to the hydroproject lands within the security fence. This work is being implemented per guidelines from the Federal Energy Regulatory Commission and the U.S. Department of Homeland Security.

Grant PUD will ensure that all installation work for the security fence below the ordinary high water mark (OHWM) is accomplished during a period when the shoreline is dry. Grant PUD will also require the use of quick drying concrete for those fence posts below the OHWM to ensure that no concrete turbidity cloud is released once the Columbia River rises towards its OHWM.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

Take State Highway 243 south from Mattawa, Washington. Five miles south of Mattawa turn right onto Priest Rapids Dam Road. Follow Priest Rapids Dam Road for approximately 1.3 miles to the R-Gate. Once through the R-Gate turn southeast for another two tenths of a mile. The fencing project is some 1,600 feet to the southwest adjacent to the Columbia River in the eastern _ of Section 2, Township 13 North, Range 23 EW, M, Grant County, Washington.

LEAD AGENCY: Public Utility District No. 2 of Grant County

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by March 10, 2010.
