The Housing Authority of Grant County is requesting sealed bids for Major Mold Remediation in the Attic/Roof areas on approximately 47-50 units scattered in seven cities located in Grant County, WA.

Bid packages are available at 1139 Larson Blvd., Moses Lake, WA, or by calling Tami Torrey at (509)762-5541. There will be a pre-bid conference on Wednesday, February 17, 2010. Times and location is listed in the project bid package.

All bids over $25,000 must be accompanied by a bid guarantee in the form of a bid bond or certified cashier's check made payable to Housing Authority of Grant County in the amount of five percent (5%) of the total bid amount. Cost of bonds must be included in the bid price.

This project is funded by the Capital Fund Grant Program through the Department of Housing and Urban Development. All related regulations and requirements will apply. Contractors must meet all HUD qualifications for contacting and pay all employees established Davis Bacon wages as determined by HUD.

This project is subject to Davis Bacon Wage Rates. Bids must be submitted in a sealed envelope bearing the project name no later than 2:00 p.m., February 25, 2010. No facsimiles will be accepted.

The Housing Authority has the right to reject any or all bids and to waive any minor irregularities in the bids. GRANT COUNTY WATER CONSERVANCY BOARD

NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF GROUNDWATER

CERTIFICATE Number G3-28949C

TAKE NOTICE:

Segale Properties LLC of Tukwila, WA has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change Groundwater Certificate number G3-28949C to the Board. The Board has designated such application for active Board review, assigning it a number of GRAN-09-04. The Department of Ecology has assigned tracking number CG3-28949C to this application.

That Ground Water Certificate number G3-28949C with a priority date of February 7, 1991 has a current authorization for 800 gallons per minute, 280 acre-feet per year, for seasonal irrigation of 80 acres within E1/2NW1/4 of Section 26, T21N, R24E, Grant County, Washington from two wells, the points of withdrawl are well 1 within the NE1/4NE1/4, and well 2 within the SE1/4NW1/4 both of said section.

The proposed change is to change the place of use and location of the points of withdrawal and one well. The new place of use would be 80 acres within section 21, T17N, R28E. W.M. lying Southeasterly of Road H SE, EXCEPT that portion lying within Irrigation Block 80 of the Columbia Basin Project. The new points of withdrawal will be three wells: Well 1 [existing] within SE1/4NE1/4 of Section 20, T17N, R28E, W.M., Well 2 [existing] within NE1/4NW1/4 within Section 20, T17N R28E, W.M., Well 3 to be drilled at one of two locations either within the NE1/4NW1/4 or NW1/4NE1/4 of Section 19, T17N, R28E, W.M. The authorized Purpose of Use and amount of water will remain the same.

Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, PO Box 47611, Olympia, WA 98504-7611 within thirty (30) days from February 16, 2010.

LEGAL NOTICE

Moses Lake School District (MLSD) seeks construction management services for oversight and administration of a new 47,000 SF elementary school and other capital projects at the discretion of MLSD. Services are primarily construction administration and oversight of construction activities, acting as an agent of and advocate for MLSD.

Schedule: New elementary school construction is expected to commence in late May 2010 and be complete by August, 2011. Other projects have yet-to-be-determined schedules, but may overlap construction of the elementary school.

MLSD seeks qualification statements from construction management firms or individuals with significant experience in commercial construction. To be considered for selection, prospective consultants or individuals are to provide three (3) copies of submittals containing: (a) Letter of Interest, (b) Relevant Experience, (c) Qualifications of Key Personnel (or individual), (d) Performance on Previous Projects (or past individual experience), (e) and Firm's Ability to Perform Requested Services (personnel and availability of firm or individual). Limit written responses to twenty (20) pages total. After review of submittals, MLSD will interview firms or individual candidates as it sees fit. Responses are due March 5, 2010, 4:00 p.m.

STATE OF WASHINGTON DEPARTMENT OF ECOLOGY

NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application to construct and operate an air pollution source, consisting of a vegetable seed cleaning, treating, and storage facility in Warden, WA. The application was submitted by Seminis Vegetable Seeds, Inc. for their facility located in the town of Warden in Grant County. The legal description of the location is a 60 acre parcel in the SW 1/4 of the SW 1/4 of Section 11, Township 17 North, Range 30 East, Willamette Meridian. The location is also identified as Tax Lot # 9610; 101730 at the street address of 115 North 1st Street, Warden, Washington.

After review of the completed Notice of Construction application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch. 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA 99205 and at Warden City Hall, 201 S. Ash Street, Warden, WA 98857.

The public is invited to comment on the project by submitting written comments within 30 days of this notice to Robert Koster at the above Spokane address.
