Notice is hereby given that a JARPA (Shoreline Substantial

Development and Conditional Use Permit) and a Discretionary Use

Permit application were received by Grant County on December 2,

2010, from Public Utility District No 2 of Grant County.

Notice is hereby given that a JARPA (Shoreline Substantial Development and Conditional Use Permit) and a Discretionary Use Permit application were received by Grant County on December 2, 2010, from Public Utility District No 2 of Grant County.  Designated Contact:  Edrie Risdon, Grant PUD, PO Box 878, Ephrata, WA  98823, (509) 754-5088, ext 2362 and was found to be technically complete on December 15, 2010.  PROJECT:  To expand portions of the existing parking and day use areas, dredging and expanding the existing boat launch basin, installing picnic areas, installing a new boat ramp and launch basin, picnic areas, a new boat ramp and launch floats, constructing a new wave attenuating jetty, and constructing a new 3-mile long recreation trail.  Construction activities will include trimming existing vegetation, grading, dredging, installing concrete and asphalt paving, installing gravel trails, planting, and vegetation restoration.  SEPA:  A SEPA Mitigated Determination of Non-Significance was issued by Public Utility District No 2 for this proposal on December 1, 2010.  SHORELINE ENVIRONMENT:  Suburban.  ZONING:  Rural Remote.  ADDITIONAL PERMITS REQUIRED: Building Permit.  STUDIES COMPLETTED: Wetland and Habitat Mitigation Plan dated September, 2010, prepared by Alliance Consulting Group, Inc.  A Biological Assessment dated October 28, 2010 prepared by Mason, Bruce & Girard, Inc.  A Cultural Resource Survey, dated February 8, 2010, prepared by Rain Shadow Research Inc.  CONSISTENCY STATEMENT:  This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.  LOCATION:  The project site is located within the community of Desert Aire, in Grant County, Washington, and lies along a 3-mile stretch of the eastern shoreline of the Priest Rapids Reservoir on the mid-Columbia River between River Mile (RM) 398 and 401, in Section 16,21,22,26,27,35, Township 14 North, Range 23 East, WM, Grant County, WA (Parcels #15-0141-000, 15-0136-000, 15-0103-000, 15-0102-000 and 15-0100-000).  Copies of application materials (File #10-5517& 10-5518) are available from RoseMary Dart, Grant County Planning Department, 457 1st Avenue NW, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 620.  Office hours:  8 am-12 noon, 1-5 pm, M-F.  Comments must be submitted to the Planning Department no later than 5 pm on January 20, 2011.  Comments should be as specific as possible and may be mailed, hand-delivered, or sent by facsimile.  All persons, agencies, or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code.
