NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT
J&S Crushing has applied for a State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).
PERMIT NO.: ST-8118
APPLICANT: J&S Crushing, Inc.
P.O. Box 487
Quincy, WA 98848
FACILITY: 22132 Road T.7 SW
Mattawa, WA 99349
J&S Crushing has applied for a State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).
J&S Crushing presently owns or operates an Industrial Grape Crushing and Fermenting Facility which discharges its wastewater to the Port of Mattawa POTW. The facility currently trucks its wastewater to the Port of Mattawa and will start discharging to the Port's sewer system when the Port extends its sewer system to the facility. J&S uses a portion of their wastewater for dust suppression on the dirt roadways around the facility. The dust control will occur during non-crush season (March to August) which is about 30% of the wastewater generated. J&S is authorized to discharge a maximum of 8,000 gallons per day to the Port and 2,000 gallons per day for dust suppression. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.
Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated wastewater from the facility to the Port of Mattawa and via Dust Suppression.
A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
