Oregon Potato Company has applied for renewal of its State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Oregon Potato (d/b/a Washington Potato) presently owns and operates a process wastewater treatment facility which is designed for a maximum daily flow of 965,000 gallons per day. The process wastewater is discharged to the city of Warden/OB-3 Resource Management industrial wastewater treatment system. Both treatment systems must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

The Department of Ecology is proposing to renew the Washington Potato permit and is hereby issuing public notice of its intent. Interested persons are invited to submit their name, address, and comments regarding this permit to:

DESCRIPTION OF PROPOSAL:

Russian Olive Tree Removal and Boulder Fence Installation: Grant County Public Utility District No. 2 is proposing to remove all the Russian olive trees (Elaeagnus angustifolia L.), which are nonnative and invasive, from the three identified properties. Trees will be hand cut via chainsaws at ground level and chipped and the stumps treated to kill the tree.

At the Buckshot Ranch site Russian olive trees will be removed from along and around the shoreline. Additionally, a 4,679 foot long (3.986' on the north side of the access road and 693' on the parking lot south side) "fence" of boulders will be installed along the existing access road to prevent and control illegal trespass issues.

3) Airstrip Site: SW ¼ Section 29 Township 17 North Range 23 EW, M.; SE ¼ Section 30 Township 17 North, Range 23 EW, M.; NE ¼ Section 31 Township 17 North, Range 23 EW, M.; NW ¼ Section 32 Township 17 North, Range 23 EW, M.. Airstrip site is located on Wanapum Reservoir, adjacent to and downstream of the I-90 causeway in Kittitas County.

LEAD AGENCY: Public Utility District No. 2 of Grant County ("District") has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

GRANT COUNTY WATER CONSERVANCY BOARD

NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER

CERTIFICATE 928-D

TAKE NOTICE:

Norman E. and Marcella F. Lublin of Moses Lake have made an APPLICATION FOR CHANGE/TRANSFER of Water Right to the Grant County Water Conservancy Board (the Board) to divide the certificate into three (3) parts, add additional points of withdrawl, change the place of use, and change the purpose of use for Groundwater Certificate 928-D. The Board has designated such application for active Board review assigning it a number of GRAN-10-13. The Department of Ecology has assigned tracking number CG3-*00935S.

That Ground Water Certificate 928-D with a priority date of 1918 has current authorization for 750 gallons per minute, 200 acre-feet per year for domestic supply, dairy use, and the irrigation of 40 acres. The place of use being the NE 1/4 of SE 1/4 of Section 24, T19N, R27E, W.M. The existing point of withdrawl is a well within the NE 1/4 of SE 1/4 of Section 24, T19N, R27E, W.M.

The proposed change is to divide certificate 928-D into three (3) separate parts; parts "A", "B" and "C". This will require three (3) additional points of withdrawal, changes in the place of use, and changes in purpose of use. This application for change will not increase the total amount of authorized water.

Proposed part "A" of the certificate will authorize 351 gallons per minute, 51.5 acre-feet per year for domestic supply and the irrigation. The point of withdrawal will be the existing well authorized point of withdrawal in the original certificate. The place of use will be 14 acres within the NE 1/4 of SE 1/4 of Section 24, T19N, R27E, W.M.

Proposed part "B" of the certificate will authorize 42 gallons per minute, 6.5 acre-feet per year; for domestic supply. The point of withdrawal will be a well within the NW 1/4 of NE 1/4 of Section 20, T19N, R28E, W.M. It's place of use within the NW 1/4 of the NW 1/4 of the NE 1/4 and the north half of Government Lot 1, all lying east of the high-water line of Moses Lake, in Section 20, T19N, R28E, W.M.

Proposed part "C" of the certificate will authorize 357 gallons per minute, 100 acre-feet per year for the irrigation of 27 acres. The point of withdrawal will be a well located within the NW 1/4 of the NW ¼ of Section 9, T18N, R25E, W.M. The place of use be 4.5 acres within the SW 1/4 of SW 1/4 of Section 4; plus 4.5 acres within the SE 1/4 of SE 1/4 of Section 5; plus 4.5 acres within the NE 1/4 of NE 1/4 Section 8; plus 4.5 acres within the SE 1/4 of NE 1/4 of Section 8; plus 4.5 acres within the SW 1/4 of NW 1/4 of Section 9; and plus 4.5 acres within the NW 1/4 of NW 1/4 of Section 9, all within T18N, R25E, W.M.

Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive, Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from May 4, 2010.

DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL:

Grant PUD is proposing to build a new 115 kV substation (Geneva Substation).

Substation:

A 230 kilovolt (kV) substation (Geneva Substation) is proposed with one energized transformer lineup and the concrete foundations for, but no installed equipment, for a second transformer lineup. The fenced substation yard shall lie on the southern two-thirds of the actual property lot. Please see Attachment 1 for substation location, dimensions and layout. The remainder of the property shall be reseeded to provide a reliable distribution supply for existing loads and future growth in the Mattawa area including a mix of residential and industrial customers.

Transmission Tap:

The existing 230kV Wanapum-Priest Rapids Transmission line between Wanapum and Priest Rapids switchyards shall have two 230kV circuit interrupters installed south of existing structure number 48. The proposed circuit interrupters shall be installed approximately four hundred feet apart with the tap to Geneva Substation installed between the interrupters.

The proposed circuit interrupters shall be installed on galvanized steel structures approximately 75-80 foot tall to connect them with the Wanapum-Priest Rapids Transmission Line. These steel structures shall be installed on concrete foundations buried approximately five feet in the ground.

The overall length of the new transmission tap will be approximately 150 feet.

Substation:

The proposed Geneva Substation is located on parcel number 030477152, Lot 3 of Copeland's Plat located in Mattawa, Washington. This is in Section 02, Township 14 North, Range 23 East, Willamette Meridian, Grant County, Washington.

Transmission Tap:

The proposed 230kV transmission tap will be located directly west of the substation's location as listed above. It is due south of the Wanapum-Priest Rapids Transmission Line structure number 48. The Transmission line corridor is 200 feet wide through this area.
