REC Solar Grade Silicon, LLC has applied for a State Waste Discharge Permit (SWDP) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.

REC Solar Grade Silicon, LLC owns and operates a high purity polysilicon production plant in Moses Lake, Washington. The facility currently discharges process wastewater from the operations to the City of Moses Lake, Sand Dunes Treatment Plant (low chloride process wastewater); and other process wastewater to lined evaporation ponds (high chloride and high sodium, high silicate wastestreams).

REC previously discharged non-contract cooling water to irrigation return drain DE-226. REC submitted an application for the discharge of the non-contact cooling water to a 125 acre land application site, with seasonal storage using a 60 million gallon lined pond. REC has ceased discharging to the irrigation return drain.

REC has also submitted an application for a proposed increase in the low chloride wastewater discharged to the City of Moses Lake, Sand Dunes Treatment Plant from the Plant 4.0 expansion. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

The Department of Ecology is proposing to issue the permit and is hereby issuing public notice of its intent. Interested persons are invited to submit their name, address, and comments regarding this permit to:

Oregon Potato Company has applied for renewal of its State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Oregon Potato (d/b/a Washington Potato) presently owns and operates a process wastewater treatment facility which is designed for a maximum daily flow of 965,000 gallons per day. The process wastewater is discharged to the city of Warden/OB-3 Resource Management industrial wastewater treatment system. Both treatment systems must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

DESCRIPTION OF PROPOSAL:

Russian Olive Tree Removal and Boulder Fence Installation: Grant County Public Utility District No. 2 is proposing to remove all the Russian olive trees (Elaeagnus angustifolia L.), which are nonnative and invasive, from the three identified properties. Trees will be hand cut via chainsaws at ground level and chipped and the stumps treated to kill the tree.

At the Buckshot Ranch site Russian olive trees will be removed from along and around the shoreline. Additionally, a 4,679 foot long (3.986' on the north side of the access road and 693' on the parking lot south side) "fence" of boulders will be installed along the existing access road to prevent and control illegal trespass issues.

Airstrip site is located on Wanapum Reservoir, adjacent to and downstream of the I-90 causeway in Kittitas County.

LEAD AGENCY: Public Utility District No. 2 of Grant County ("District") has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

INVITATION TO BID

OFFICIAL NEWSPAPER

The City of Royal City is requesting bids to provide the service as the Official Newspaper of the City of Royal City. The term of the agreement will be for one year, beginning May 1, 2010. This bid includes all legal publications as required by law during the term of this agreement.

The City's cost for legal ads for the previous year was approximately $600. The City does not guarantee that it will place legal ads totaling this amount during the term of the agreement.

Sealed bids will be accepted by the Finance Director for the City of Royal City until 5:00 pm, May 12, 2010. All submitted bids must be stamped as received by the Clerk's Office prior to this time. Bids may be rescinded or changed any time prior to 5:00 pm, May 12, 2010. All bids received will be considered final as of 5:00 pm, May 12, 2010.

Bids will be evaluated by the Finance Director to determine the lowest, responsible bidder and the Clerk will have the responsibility to determine which is the lowest bid and will report to the City Council. It is the sole responsibility of the submitting vendor to ensure that their bid has been received by the Finance Director in the proper time frame.
