Fortis Construction, Inc., 1705 SW Taylor Street, Suite 200, Portland, OR 97205 is seeking coverage under the Washington Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Construction Activities.

The proposed 72.72 acre project, known as MSN Data Center is located at 501 Port Industrial Parkway; Quincy, WA 98848. Approximately 15.0 acres will be disturbed for construction of Phase III Data Center Building and Associated Parking.

Construction activities will include clearing, grading, stockpiling, stormwater facilities, utilities, paving, construction of a pre-manufactured industrial building, connecting to existing offsite and onsite utilities, and landscaping.

During construction the following erosion control techniques will be utilized to reduce soil erosion and sediment transport. These methods are to include silt fencing, interceptor trenches/swales, culverts and dust control. Stormwater runoff will be routed to existing on-site swales and pond then released at the same peak flow rate of the pre-developed conditions to the City of Quincy's storm drainage system located at the south end of the site. The storm runoff will be routed to an existing 18-inch pipe that crosses under the railroad tracks to the south. This 18-inch pipe outfalls into the City stormwater system and flows south along 7th Ave SW. South of N Street the City system drains into a series of irrigation ditches that parallels the WestCanal.

Description: Moses Lake School District seeks to acquire a property (including building and land) suitable to serve as a storage and maintenance facility for school busses and other district vehicles and district warehousing. Minimum requirements for facility are:

  • 7 acres of land with access to major arterial in appropriately zoned location
  • 16,000 square feet of 20' high bay shop space with heating, ventilation and cooling
  • 8 double bays with 8 overhead power operated doors for drive through capability
  • 2 restrooms with a minimum of six toilets, 2 urinals and 5 sinks
  • 3500 sq. feet of office space
  • 1200 amp@480/277 electrical service
  • Water and sewer service
  • Construction/Design would facilitate future expansion
  • Small kitchen with sink, stove top & 80 gallon water heater
  • Paved fenced parking for 75 school busses and 125 passenger vehicles
  • Building and land must meet all applicable codes and environmental standards. Property must be free of adverse terms by closing.
  • Budget for this acquisition is approximately $2.5 million
