You are hereby summoned to appear within sixty (60) days after the date of the first publication of this summons, to wit, within sixty (60) days after September 21, 2009, and defend the real property foreclosure action in Grant County Superior Court, and answer the complaint of United States Department of Agriculture, acting through the Farmers Home Administration, its successors and assigns, ("Plaintiff"). Simplot Company (Name of owner; or name of owner c/o engineering firm, architect, etc.) 999 Main St., Boise, ID 83702 (Address of owner or c/o Representative) is seeking coverage/modification of coverage (select one ) under the Washington Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Industrial Activities. [The facility has another permit for wastewater discharges: State Waste Discharge Permit ST-5202 (include this sentence if true and add permit number)] The 35 acre (Total acres) industrial site, known as Simplot Moses Lake (Project name) is located at 14124 Wheeler Road N.E. (Street address) in Moses Lake (Name of nearest city). Operations are due to startup on/started on (select one) Existing Facility (Date) . Industrial activities include Receiving raw potatoes and processing into frozen french fries, frozen formed potato products, and granular potato product. Briefly clarify the industrial activity). Storm water will be managed through implementation of stormwater pollution prevention plan. Best management practices will be used to prevent pollution (Brief description of how the stormwater will be managed) , prior to discharging to groundwater. Stormwater from the facility does not enter a surface water of the state. In the event of a 25 year 25-hour event, stormwater does leave the facility and travels north along Road N N.E. until it infiltrates to groundwater approximately 0.35 miles north of the facility. (Clarify the direction of the stormwater flows; list wetlands, unnamed and named receiving waters; storm drains and name of receiving water for storm drains; clarify if buffers will be used to protect sensitive waterbodies).

NOTICE TO CONTRACTORS

WELL 3 PUMPHOUSE PROJECT - 2009

Moses Lake, Washington

Sealed bids will be received at City Hall, 321 South Balsam, (P.O. Box 1579), Moses Lake, Washington 98837 until October 15, 2009; 2:00 P.M., for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with "WELL 3 PUMPHOUSE PROJECT - 2009" marked plainly thereon.

All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or surety bond in an amount equal to 5 percent of the bid. Should the successful bidder fail to enter into a contract and/or to furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City.

Copies of plans and specifications are on file at various construction councils and at City Hall and may be obtained for a non-refundable fee of $35.00 at the above address. Only bids from those who have purchased plans and specifications will be accepted per the special provisions.

PROJECT DESCRIPTION: This project includes construction of a removable pumphouse and a main house building with electrical, control, and telemetry systems; and providing and installing a new bowl assembly, line shaft, column pipe, discharge head and support, and a 200 hp motor.

The City Council reserves the right to reject any or all bids if such action is in the best interest of the City.

Request for Proposals for Professional Architectural Services for the

New Wanapum Dam Heritage Center #430-2869

Public Utility District #2 of Grant County, Washington is seeking proposals for Professional Architectural Services for Design of the New Wanapum Heritage Center, RFP #430-2869.

Firms must meet a minimum set of qualifications in order to be considered for evaluation pursuant to RCW 39.80.

These qualifications are:

  • Must have a license to do business in the State of Washington.
  • Must have provided similar services for a minimum of five years.
  • Must agree with the terms and conditions of the draft contract. (Attachment "E")
  • Must have an established office within a circle centered on Ephrata WA and

extending a radial distance of 270 air miles.

All necessary information concerning the instructions for preparing proposals is located on the District's contracting eBid website at www.ebidexchange.com/gcpud/ , titled RFP #430-2869. Proposals must be received no later than 2:30 p.m. on October 22, 2009.

Moses Lake Irrigation and Rehabilitation District

Curt J. Carpenter, General Manager of MLIRD (Moses Lake Irrigation and Rehabilitation District) is pleased to inform the community that the Washington State Auditor's Office recently completed an "accountability for public resources and compliance with laws and regulations" audit of the MLIRD for the period of ending December 31, 2008. The audit revealed MLIRD has complied with state laws and regulations and it's own policies and procedures. In addition, MLIRD's internal controls were found to be adequate in safeguarding public assets. The Washington State Auditor's Office makes the following statement of the audit results, "We are pleased to report no audit recommendations for the fiscal year 2008 audit."
