NOTICE OF APPLICATION FOR PERMIT COVERAGE

The Cole and Son Farms, 8151 Road S., SE Warden, WA 98857, is seeking coverage under the Washington State Department of Ecology's General Permit for Process Water and Storm Water Quality Associated with Sand and Gravel Operations, Rock Quarries, and Similar Mining Operations, Including Stockpiles of Mined Materials, Concrete Batch Operations and Hot Mix Asphalt Operations (Sand & Gravel General Permit) for Cole Quarry. The site is located 3.6 miles South West of Warden, WA.

Cole and Son Farms has applied for permit coverage that includes blasting, mining, crushing, screening, gravel stockpiling, and operating a hot mix asphalt plant and/or a concrete batch plant. This site may be active intermittently with possibility of several years between operations. Process water from gravel washing may be generated and/or discharged to ground at this site according to monitoring schedules and discharge limits set forth in the Sand & Gravel General Permit. Most stormwater associated with this operation will evaporate or percolate directly into the pit floor. Monitoring will be required of any on-site stormwater accumulation (ponding) during active operating status.

Any interested party is invited to submit written comments on the proposed permit coverage. Comments must be submitted within thirty (30) days after the last publication date of this notice to be considered for the Final Determination. Publication dates of this notice are September 25, 2009 and October 2, 2009. Comments should be sent to: Department of Ecology, Eastern Regional Office, Water Quality Permit Coordinator, 4601 N. Monroe, Spokane, WA 99205-1295.
