NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Install a 2000-gallon above-ground tank and pump for sale of aviation fuel at the Municipal Airport, 11905 Road 4 NE, described as Parcel 25 of the Commercial Binding Site Plan of Lot 2, Municipal Tract #12, in the Municipal Airport Zone. The proponent is Jim Wilson, Moses Lake.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by Nov. 4, 2009 to the Responsible Official.

DETERMINATION OF NON SIGNIFICANCE (DNS)

Description of current proposal:

SR 26 - West of Othello Passing Lane

This project proposes to construct an eastbound passing lane on SR 26 from milepost 34.53 to 35.78. All widening will take place on the south side (eastbound lane) of the roadway. The widening will consist of adding a 12 foot lane with a 6 foot shoulder to the existing highway. This section of SR 26 has had numerous passing related collisions.

Proponent:

Washington State Department of Transportation (WSDOT).

Location of proposal:

This project is located on SR 26 from milepost 34.53 to 35.78, in Sections 2 and 3, T. 15 N., R. 28 E. WM, in Adams County.

Lead Agency:

Washington State Department of Transportation, North Central Region.

The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

The DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by November 4, 2009.

Work will consist of construction of 0.86 miles of HMA overlay on a two lane county road and includes planning bituminous pavement, shoulder finishing, hot mix asphalt, project temporary traffic control, painted centerline and edge line and other work all in accordance with the Contract Plans, Contract Provisions and Standard Specifications.
