Consolidated Disposal Service has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Consolidated Disposal Service presently owns or operates a Solid Waste Transfer Station with Truck Washing which is designed to handle a maximum daily flow of 2,000 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated wastewater from the facility to an evaporation pond.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The draft permit and fact sheet may be viewed at the Department of Ecology (Department) website: http://www.ecy.wa.gov/programs/wq/permits/eastern_permits.html. The application, fact sheet, proposed permit, and other related documents are also available at the Department's Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m., weekdays. Interested persons are invited to submit written comments regarding the proposed permit. All comments must be submitted within 30 days after publication of this notice to be considered for the final determination. Comments must be received by our office no later than November 20, 2009. Any interested party may request a public hearing on the proposed permit within 30 days of the publication date of this notice. The request for a hearing shall state the interest of the party and the reasons why a hearing is necessary. The request should be sent to the above address. The Department will hold a hearing if it determines that there is significant public interest. If a hearing is to be held, public notice will be published at least 30 days in advance of the hearing date. Any party responding to this notice with comments will be mailed a copy of a hearing public notice.

INVITATION TO BID

"QUINCY-COLUMBIA BASIN IRRIGATION DISTRICT"

ROYAL SHOP EXPANSION

OTHELLO, WASHINGTON

Bid proposals are requested for the construction of a 4,320 square foot shop building, related utility extensions and site improvements.

The bids are due on November 12, 2009 at 2:00 p.m. in the office of the Owner located at: 1720 So. Central Avenue, Quincy, WA 98848. Sealed bids will be accepted from General Contractors. The Owner's representative will open the bids publicly. General contractor representatives may be present. Bids will be opened at 3:00 PM, allowing one additional hour to enable contractors to submit Appendix A-list of subcontractors, part of the bid form.

Award will be based upon lowest responsible responsive bid as defined in RCW 39.04. Low bidder shall provide references for owner and architect's verification of satisfactory completion of projects of similar size and complexity.

A pre-bid walk-through will be conducted on site at 11:00 AM, October 29, 2009.

The project is to be substantially completed within 120 calendar days from the date of commencement under this contract and shall include, but not limited to: slab-on grade, CMU exterior walls, steel bar joists and metal deck with single-ply roofing membrane and heating units all to be completed per contract documents. Estimated construction cost is $650,000.

Washington State Prevailing wage rates shall apply.

All bid proposals must be on the form provided and must be accompanied by a bid proposal deposit in the form of a cashier's check, postal money order, or surety bond made payable to Quincy-Columbia Basin Irrigation District in the sum equal to or at least five percent (5%) of the amount of the proposal. Should the successful bidder fail to enter into such contract within the time specified in the specifications, the bid proposal deposit shall be forfeited.

The Owners reserve the right to reject any or all bids and to waive irregularities in the bid or in the bidding.

The Owner hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded the full opportunity to this invitation and will not be discriminated against on the grounds of race, creed, color, sex, age, nationality or disability in consideration for an award.

Plans and specification may be obtained at the office of the Architect, M.J. Neal Associates, 200 Palouse, Suite 202, Wenatchee, WA 98801, (509)663-6455 for a fee of $125.00, refundable, if plans are returned in good condition within 10 days of bid. General contractors may receive a maximum of two sets with a deposit for each one. Major electrical and mechanical contractors may receive one set only with a deposit. If additional sets are required, they may be purchased at the office of the Architect.
