Agreed Order for Remedial Investigation/Feasibility Study Available

Ecology proposes to enter into an Agreed Order with the Chevron Pipe Line Company (Chevron) and Tidewater Terminal Company (Tidewater). The Order requires Chevron and Tidewater to conduct a Remedial Investigation and Feasibility Study (RI/FS) at the Chevron Pipe Line Company Pasco Bulk Fuel Terminal site. The purpose of the Remedial Investigation is to gather more information to determine the nature and extent of petroleum contamination that may be in soil and groundwater. The Feasibility Study will evaluate cleanup options.

The site is owned by Northwest Terminalling Company and operated by Chevron Pipe Line Company. Tidewater owns pipeline facilities on the site. The site is located on the bank of the Snake River near 2900 Sacajawea Park Road in Pasco, Franklin County, Washington .

The site has been used as a bulk fuel storage facility since 1950. Twenty-one tanks store petroleum product above ground on the 33-acre site. Fuel is moved through pipelines from Salt Lake City, Utah to the terminal in Pasco. Pipelines also transfer fuel from the barge loading and unloading facility located at the river to the Chevron terminal. Fuel is moved from the terminal by truck or barge to locations downstream along the Columbia River.

Leaks at the site resulted in petroleum contamination in soil and groundwater which include diesel, aviation fuel, and gasoline. Investigations were conducted and actions taken to clean up the contamination.

The Remedial Investigation and Feasibility Study will provide additional information about past and current site conditions, cleanup actions which have been taken and their effectiveness, and what needs to be done at the site to further protect human health and the environment.

El Orden requiere que Chevron y Tidewater completan una Investigación Remediadora y Estudio de Factibilidad (RI/FS) en el sitio de la Terminal de Combustible en Bulto de Pasco de la Compañía de Chevron Pipe Line. La intención de una Investigación Remediadora es agregar más información para determinar el tipo y el alcance de la contaminación de petróleo que puede existir en la tierra y el agua subterránea. El Estudio de Factibilidad evaluará las opciones para la limpieza. .

El propietario del sitio es la Compañía Northwest Terminalling y el operador es la Compañía de Chevron Pipe Line. Tidewater es el propietario de las instalaciones de tubería en el sitio. Mr. Gerald Gwyn (M & J Investment Company) of Moses Lake has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to add additional points of withdrawal and change the place of use for Groundwater certificate G3-01518C to the Grant County Water Conservancy Board (the Board). The Board has designated such application for active Board review assigning it a number of GRAN-09-03. The Department of Ecology has assigned tracking number CG3-01518C to this application.

That Ground Water Certificate G3-01518C with a priority date of May 25, 1966 has current authorization for 500 gallons per minute 200 acre-feet per year, from March 1 to November 30, each year, for the irrigation of 50 acres. The place of use being the west 825 feet of the east 1485 feet of the SW1/4 of Sec. 8, T. 19N., R. 29E.W.M.; LESS roads in Grant County. The existing point of withdrawal (Well 1B) is located 1310 feet south and 670 feet west from the center of Sec. 8, T. 19N., R. 29 E.W.M.

The proposed change will add four (4) additional points of withdrawal to Ground Water Certificate G3-01394C as well as change the place of use. The additional points of withdrawal are located as follows: Well 2B is located within the NW1/4SW1/4 Sec. 8, Well 3B is located within the SW1/4SW1/4 Sec. 8, Well 4B is located within the SE1/4SW1/4 Sec. 8, Well 5B is located within the SE1/4SW1/4 Sec. 8 all within T 19N., R. 29E. W.M. The place of use is now the west 825 feet of the east 1485 feet of the SW ¼ of Sec. 8, T. 19N., R. 29 E.W.M; LESS the northerly 5.9 acres. That Ground Water Certificate G3-01394C with a priority date of May 26, 1969 has current authorization for 600 gallons per minute, 385 acre-feet per year; 383 acre-feet per year , from March 15 to October 15, each year, for the irrigation of 70 acres and 2 acre-feet per year, continuously , for domestic supply. The place of use being the west 70 acres of the SW1/4 of Sec. 8, T. 19N., R. 29E.W.M.; LESS roads in Grant County. The existing point of withdrawal (Well 1A) is located 1320 feet north and 130 feet east of the southwest corner of Sec. 8.

The proposed change will add two (2) additional points of withdrawal to Ground Water Certificate G3-01394C and change the place of use.
