NOTICE TO APPLE GROWERS/PRODUCERS

NOTICE IS HEREBY GIVEN that pursuant to the direction of the Washington State Director of Agriculture, a special meeting of apple growers will be held on Monday, December 7, 2009, at 1:00 p.m. at the Wenatchee Convention Center, Wenatchee, Washington, in conjunction with the Washington State Horticultural Association Convention, for the purpose of making nominations orally for three grower members of the Washington Apple Commission for a three-year term, commencing March 1, 2010.

Positions open for nominations are:

  • Position 3, Grower District 1—the area that includes Chelan, Douglas and Okanogan Counties. This position is currently held by Dale Foreman of Wenatchee, who is seeking re-election.
  • Position 7, Grower District 2—includes all the counties in the state not included in the first and second districts. This position is currently held by George Allan of Yakima, who is seeking re-election.
  • Position 9, Grower District 3—the area includes the counties of Kittitas, Yakima, Benton and Franklin.

Nominations may also be made within five (5) days after said meeting by written petition filed in the Wenatchee office of the Commission, signed by not less than five (5) voting apple growers residing within the respective District.

After the completion of said nominations, the advisory vote will be held by secret ballot under the supervision of the Washington State Director of Agriculture. Final appointments will be made by the Director.

"PUBLIC NOTICE OF CONSTRUCTION INTENT"

The Washington State Department of Transportation, P.O. Box 98, Wenatchee, WA 98807, is seeking coverage under the Washington State Department of Ecology's NPDES General Permit for Stormwater Discharges Associated with Construction Activities. The proposed project, "West of Othello Passing Lane", is located on SR 26 from milepost 34.53 to 35.78, in the vicinity of Othello, WA. Approximately 5 acres will be disturbed to add an additional lane in this area.

Work on this project includes widening for the additional lane, utility relocations, and vegetation re-establishment.

Stormwater discharge will flow into roadside ditches and side slopes. Any treated stormwater not infiltrating on site will flow through a wetland/ditch area west of the project that consists of intermittent ponded water from irrigation operations and highway runoff.

The Warden School District No. 146 - 161 requests interested architectural firms to submit written statements of qualifications (SOQ's) prior to 4:00 p.m. on Friday, December 11, 2009, for consideration in the selection of architectural and engineering design services for their proposed capital improvement program.

The scope of work will include, without limitation, the following:

  • Pre-design services, including educational specification development;
  • Budget development and tracking;
  • Complete design services including architectural, structural, mechanical, electrical, and all other design services necessary;
  • Development, submission and review of WA State SEPA or other environmental and regulatory documents as required.
  • D-form development and processing;
  • Project design and preparation of bid/contract documents;
  • Coordinate general contractor procurement;
  • Provide construction phase contract administration;
  • Warranty compliance monitoring and assistance;
  • Address and incorporate as appropriate specialty consultant input including value analysis, constructability, commissioning, and special inspection.

Interested architectural firms will submit information in response to the RFQ relating to K-12 experience, design and performance on relevant locker room and cafeteria modernization projects within Washington, responsiveness, coordination, supervision and production capability, personnel assigned to the project, ability to meet schedule and budget, references, and other factors that may be relevant to the Warden School District for this project.

Following review of the SOQ's by the selection committee all responding firms will be notified of the Board's selection. Immediately upon selection of the most qualified Architectural firm, the District will enter into fee negotiations with that firm. If fee negotiations become stalled or come to impasse, the firm will be dismissed and the District will proceed to conduct fee negotiations with the firm evaluated to be the next most qualified. REQUEST FOR QUALIFICATIONS

School Facilities Modernization

Project/Construction Manager Consultant

'The Warden School District is seeking the services of a qualified project and construction management consultant to manage and coordinate all activities including management of architectural and construction contracts required to complete the planned new $ 5.9 M capital improvement program. The program will include:

  • Modernization of the high school gym and locker rooms (eligible for state match).
  • Modernization of the cafeteria/district office building (eligible for state match).
  • Modernization of vocational/agricultural spaces.

'Project/Construction Management services required include:

  • Assume overall responsibility for the coordination and administration of project planning, design, and construction. Project/Construction Manager will be responsible for making sure all inspecting and testing is accomplished and properly documented.
  • Assist in the development of the scope for design services.
  • Administer architectural and construction contracts.
  • Perform project financial management including control of costs to maximum value received within available project funding, maximize state matching monies, and schedule the project to optimize the use of local and state matching dollars.
  • Prepare consultant proposal solicitations, assist the District in the selection of design and other consultants as required and assist with the negotiation of service agreements.
  • Provide general direction and coordinate consultant activities and perform quality control review of all consultant activities and products, review and recommend payment of all consultant billings.
  • Monitor quality control, cash flow, and costs throughout the construction period. Evaluate change orders, review contractor's progress for payment, monitor and administer construction contract for compliance.
  • Prepare and coordinate preparation of periodic progress and financial information reports required by the school district, periodically brief the school district staff and board of directors on progress and issues.
  • Coordinate communication with staff, community, and news media to enhance understanding and support for the project.
  • Present or assist in presentation of project to appropriate boards, commissions, agencies, and public hearings as required.
  • Assist the school district as directed by the Superintendent or designee in coordination, research, report preparation, and other tasks required for project execution.
  • Assist the District in development and procurement of owner FF&E.
  • Assist the District in occupancy and warranty planning.

'Compensation

  • Compensation will be negotiated between the District and selected Project/Construction Manager. Compensation and scope of services will be defined by the Agreement for Professional Construction Management Services.

'Consultant Direction

  • The Project/Construction Manager will report to the Superintendent or designee.

'Time Lines

  • Consultant should be prepared to begin delivery of services as soon as the selection process is complete. Provide services through the completion and occupancy of all projects as defined in the negotiated Agreement. Program services are anticipated to be from January 2010 until the end of 2012.

'Project Funding

  • The District passed a Capital Levy proposition on November 3, 2009. The funding for the program is a combination of state matching funds and Levy income.

'Statement of Qualifications Content

  • Because the District intends to rely on the record and experience of the consultant to ensure effective management of the project, it is appropriate that each proposer use his/her own discretion in the approach and philosophy of management style. However, in order that all proposals receive a fair evaluation, each proposal should contain at least the following sections:

1. Letter of Interest

  • Provide a maximum of two pages addressing the interest of the firm in this project.

2. Background

  • Provide a narrative explaining the consultant's understanding of the tasks required and important considerations of project management for projects of this type and size.
  • Answer the following questions:

- What relationship do you see between staff of the District and your organization to carry out the project?

- What duties are you prepared to handle?

- Which duties need to be accomplished by the District?

- List amounts and types of errors and omissions and liability insurance coverages.

3. Approach

  • This section should provide detailed discussion of the philosophy of management, which the consultant has applied to other projects similar to this project. Please include a brief discussion of your involvement from the beginning of a School District program through the completion of construction of all projects.
  • Address your approach to value engineering, constructability review, and building commissioning.
  • Address your in-house estimating and scheduling capabilities. Preferred software includes Primavera P3 for scheduling and MC2 for estimating.
  • Address project closeout and occupancy coordination.

4. Staffing

  • This section should contain detailed and specific discussion of the consultant's proposed management staffing and reporting relationships for this project. Include names of principal in the consultant's organization, including appropriate biographical data and resumes, and other key persons who will be assigned to the project.
  • Responses from interested firms must include a listing of all key project staff and any sub-consultants to be utilized. The submittal should also include a description of the availability, location, experience, and qualification for key project staff, sub-consultants, other resources available, and other information deemed pertinent to providing the requested services.

5. Firm's Experience

  • This section should detail the consultant's background and qualifications to establish his/her experience and performance in the management of projects similar to this project. Please provide answers to the following questions:

- What is your experience in managing K-12 projects similar in scope and type within the past five years, including location of each project and name of client?

- What is your experience in working with state of Washington school districts within the past five years?

- What is your experience with State of Washington public works contracts?

- What are your K-12 references, which may be contacted, including phone numbers? Include a minimum of 3 references each for architects, contractors, and state of Washington School Districts.

- What is the single most important aspect, in your opinion, related to PM/CM consultant procurement for K-12 projects?

- What is the firm's experience with General Contractor/Construction Manager contract delivery methods?

'Selection Criteria

  • Selection of the successful project/construction management firm will be entirely at the discretion of the Warden School District, and the District reserves the right to waive minor irregularities in the selection process and to reject any and all SOQs. A committee representing the Warden School District will review all SOQs. Contract award, if any, will be based upon the evaluative criteria ranking of the SOQ. The anticipated selection/ranking criteria is expected to be as follows:
