NOTICE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

REC Storage Pond - Create a 60-million gallon pond on 14.5 acres to store non-contact cooling water generated by the existing REC Silicon plant at 3322 Road N NE. Water will be stored during the winter and used to irrigate crops in the summer. The purpose of the pond is to eliminate existing discharge of cooling water to a USBR canal. The proponent is REC Silicon, Moses Lake. The pond site is west of the existing plant and is described as Tax #14,865 in Farm Unit 77, 78, & 79, Block 41, S17-T19N-R29E (parcel #19-0461-003), in the Heavy Industrial Zone. The water will be used to irrigate properties to the north of the plant and pond, described as Farm Unit 229, Block 41 (19-0673-000, 60 acres) and NW, W of Lateral #25 (18-0203-000, 144 acres), both outside City limits.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by June 5, 2009 to the Responsible Official.

Request for Proposals #130-2845

Professional Services for Job Analysis of System Operators

The Public Utility District No. 2 of Grant County, Washington is Requesting Proposals be submitted for Professional Services for Conducting Job Analysis for System Operator Training from time awarded until December 31, 2009.

Firms must meet a minimum set of qualifications in order to be considered for evaluation. These qualifications are:

  • Must have a license to do business in the State of Washington.
  • Must agree with the terms and conditions of the draft contract. (Attachment "E")
  • Experience performing recent Job Task Analysis (JTA) for registered NERC entities, such as Balancing

Authorities, Generator Operators or Transmission Operators.

Three (3) copies of the proposal must be submitted to the attention of Rebecca Henricks, Contract Officer Public Utility District no. 2 of Grant County, 15655 Wanapum Village Lane SW, Beverly, Washington 99321, no later than June 15, 2009.
