STATE OF WASHINGTON DEPARTMENT OF ECOLOGY
NOTICE OF CONSTRUCTION FOR AIR QUALITY PERMIT
AND NOTICE OF SEPA THRESHOLD DETERMINATION
The State of Washington Department of Ecology (Ecology) has received an application from J.R. Simplot Company to allow combustion of gases generated by the facility's anaerobic digester in an existing Nebraska Boiler. The facility currently uses an enclosed biogas flare to control the digester's emissions. The facility is located at 14124 Wheeler Road NE, Moses Lake, in Grant County, Washington. The legal description of the site is the SW 1/4, of the NW 1/4, of Section 22, Township 19 North, Range 29 East, of the Willamette Meridian. After review of the completed application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements for air pollutant emissions as specified in Chapter 173-400 WAC and Chapter 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA 99205 and at the Grant County Planning Department, 32 C Street, Ephrata, WA.
Ecology is the State Environmental Policy Act lead agency for this project, under Chapter 197-11 WAC, has determined that it will not have a probable significant adverse impact on the environment. The department has issued a DETERMINATION OF NONSIGNIFICANCE (DNS) for the project. Copies of the DNS and Environmental Checklist are available at no charge from Ecology at the above Spokane address, and at the Grant County Planning Department. The public is invited to comment on the project and/or DNS by submitting written comments within 30 days of this notice to Brenda Smits at the above Spokane address. A public hearing may be held if significant public interest is determined to exist. The final NOC Approval Order will not be issued by Ecology until the public review process has been completed.
