DETERMINATION OF NONSIGNIFICANCE

WAC 197-11-970

Wanapum Dam Maintenance Center (WMC) Expansion and Upgrade

BEVERLY, WASHINGTON

Description of proposal:

The purpose of this project is to expand and upgrade the existing Wanapum Maintenance Center (WMC) located in Beverly, Washington. The upgrades and expansion will assist with the continued operation and maintenance of the Wanapum and the Priest Rapids Dams.

The WMC Upgrade and Expansion project includes the construction of several new buildings, remodeling of the existing maintenance/warehouse facility, relocation of two structures and general improvements to the site to support the new, remodeled and relocated buildings.

Almost all of the area proposed for the upgrades and the expansion to the existing WMC has been disturbed in the past, with the exception of a new 300,000 gallon water tank that will be placed on Grant PUD property; located across Highway 243.

Revegetation efforts, including reseeding with appropriate native seed mixtures and monitoring will be undertaken in response to any impact to native shrub steppe habitat within the project area by District biologists and compliance staff. Reseeding of native shrub stepped will also be utilized as a method to control any hillside erosion that may occur as a result of building a short access road to the new water tank.

Proponent: Grant County Public Utility District No. 2, Ephrata, Washington.

Location of proposal, including street address, if any: The upgrades and expansion of the WMC will occur in the existing footprint of the Wanapum Dam located in Beverly, Washington.

Lead agency: Grant County Public Utility District No. 2, Ephrata, Washington.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
