Norco, Inc. has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Norco, Inc. presently owns or operates a gas separation facility which is designed to handle an maximum daily flow of 86,000 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of untreated wastewater from the facility to the City of Moses Lake's Sewer System.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The draft permit and fact sheet may be viewed at the Department of Ecology (Department) website at http://www.ecy.wa.gov/programs/wq/permits/eastern_permits.html. The application, fact sheet, proposed permit, and other related documents are also available at the Department's Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m., weekdays. Interested persons are invited to submit written comments regarding the proposed permit. Any interested party may request a public hearing on the proposed permit within 30 days of the publication date of this notice. If a hearing is to be held, public notice will be published at least 30 days in advance of the hearing date. Any party responding to this notice with comments will be mailed a copy of a hearing public notice.

STATE OF WASHINGTON DEPARTMENT OF ECOLOGY

NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application to restart air pollution sources, consisting of a dry bean cooking and dehydrating line, with the replacement of dryer burners with new, low emission burners. The application was submitted by Basic American Foods for their facility located at 538 Potato Frontage Road, Moses Lake, WA in Grant County. After review of the completed Notice of Construction application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch. 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA 99205 and at the City of Moses Lake, City Hall, 321 Balsam Street, Moses Lake, WA 98837.

The Department of Ecology, as State Environmental Policy Act lead agency for this project, under Ch. 197-11 WAC, has determined that it will not have a probable significant adverse impact on the environment. Ecology has issued a DETERMINATION OF NONSIGNIFICANCE (DNS) for the project. The public is invited to comment on the project by submitting written comments within 30 days of this notice to Robert Koster at the above Spokane address.
