DETERMINATION OF NONSIGNIFICANCE

PAXSON TO DOVER TRANSMISSION LINE AND SUBSTATION

MOSES LAKE, WASHINGTON

Description of proposal:

The purpose of this project is to build a new 115 kV transmission line from the existing Paxson Substation to the new Dover Substation located in Moses Lake, Washington. The new line will be approximately 2.9 miles and most of the line will follow existing railroad corridor and roads.

The Dover Substation will be approximately 200' x 357'; approximately 17,850 sq ft along the east side of the substation and approximately 8310 sq ft of entrance driveway will be asphalt. In compliance with the provisions of the National Electrical Safety Code (NESC), a seven foot tall chain link fence consisting of an additional two feet of horizontal strands of barbed wire, will be installed around the perimeter of the substation.

The height of the transmission poles will range from 45 -100 feet. The lower pole heights are required to comply with clearance standards for building under an existing transmission line, and spanning of transmission poles may be shorter in areas that are regulated by the Federal Aviation Administration (FAA) in order to comply with FAA rules.

Revegetation efforts, including reseeding with appropriate native seed mixtures and monitoring will be undertaken in response to any impact to native shrub steppe habitat within the project area by District biologists and compliance staff.

Location of proposal, including street address, if any: The new 115 kV transmission line will begin from the existing Paxson Substation located at 3958 Paxson Drive NE to a "yet to-be-built" Dover Substation located approximately 600 feet southeast of the intersection of Paton Blvd and Dover Street (Randolph Road) in Moses Lake, Washington.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
